Rheinberg in April 2026: Construction Projects, Renovations, and Mobility Development

In April 2026, the city of Rheinberg set important priorities in the areas of construction, school infrastructure, and mobility. The Construction and Planning Committee as well as the Committee for Urban Development, Environment, Agriculture, and Mobility made clear decisions and guidelines.

Construction Planning and Renovations in Focus

Construction Projects: Clear Responsibilities and Guidelines

The Construction and Planning Committee established clear responsibilities for construction projects according to the "Bau-Turbo" Act in April 2026. For projects larger than 5,000 m², the approval of the Committee is required; for smaller projects, the Mayor remains responsible. Additionally, guidelines for the implementation of §§ 31, 34, and 246e of the Building Code (BauGB) were adopted to prevent urban planning misdevelopments and to optimize approval processes.

For projects involving at least 5 residential units, the Mayor will now have the authority to finalize urban development contracts. These contracts must include 30% subsidized housing, greening concepts, and infrastructure follow-up costs. The approval of the municipality under § 36a BauGB is considered granted if no objection is received within three months.

School Infrastructure: Renovation of Toilets

The CDU faction successfully pushed for the renovation of school toilets in Rheinberg. Using funds from the North Rhine-Westphalia Plan in the amount of 12.8 million euros, the worst facilities are to be renovated by the end of 2026. A condition inventory is planned to be completed within three months, followed by prioritization and planning of measures.

Administration: Adjustment of Responsibilities

The Administration is instructed to adapt the responsibility order for the committees and to evaluate the implementation of decisions. If necessary, updates to the guidelines and new decisions by the Council are planned. This ensures a continuous optimization of processes and a clear distribution of responsibilities.

Pedestrian-Friendly Mobility

Pedestrian Check 2025: Eight Measures Approved

In the Committee for Urban Development, Environment, Agriculture, and Mobility, the Pedestrian Check 2025 was presented. Eight specific measures for the improvement of pedestrian and cycling infrastructure were approved, provided that the necessary budget is available. The goal is to make Rheinberg more accessible and safer for pedestrians and cyclists.

In addition, guidelines for a pedestrian-friendly Rheinberg were adopted. Furthermore, additional measures are to be examined within the administration, and an implementation strategy is to be developed in the next meetings.

Shuttle Bus 913: No Extension of Operating Hours

The Committee rejected the extension of operating hours for Shuttle Bus 913. The administration will therefore not pursue this option further, as no financial consequences are associated with it. This shows that resource conservation is a top priority in decision-making.

Outlook: Urban Development with a Clear Vision

The decisions made in April 2026 show a clear direction for Rheinberg's urban development: construction projects are being regulated in a structured and efficient manner, the school infrastructure is being renovated, and mobility is being brought to a sustainable level.
