Social Affairs and Housing Policy in Remscheid – March 2026
In March 2026, several central topics in the field of social affairs and integration were on the agenda in Remscheid. The Committee for Equal Opportunities and Integration and the Inclusion Council intensively addressed issues related to the accommodation of refugees, integration courses, and the future of the special needs school. At the same time, the Senior Council focused on the safety and accessibility for older people. An overview of the most important decisions and developments.
Refugee Accommodation and Integration Policy
In March 2026, the Committee for Equal Opportunities and Integration intensively discussed the capacity planning for the accommodation of refugees. The discussions were initiated by inquiries from the factions of Bündnis 90/Die Grünen and Die Linke, which particularly emphasized the prospects of remaining for well-integrated youth and young adults.
A central issue was the application of § 25a of the Residence Act (AufenthG), which allows for temporary permission to stay under certain conditions. The administration reported on the current occupancy rates of municipal accommodations and presented options for renting non-municipal housing. At the same time, the impact of restrictions on integration courses was addressed. These cuts, caused by state budget reductions, could hinder long-term integration, leading to intensified discussions on alternative solutions.
Inclusion and School Development
Another focus was on ensuring inclusion in Remscheid. The Inclusion Council inquired about the planned expansion of Hilda-Heinemann Special Needs School, the only municipal school for children with cognitive disabilities. The current school was designed for around 100 students, but the numbers are continuously increasing – currently, 200 students are already being taught. According to the Inclusion Council, without an expansion, there is a risk that students may have to be turned away in the future.
The planned expansion includes an additional 6,300 m² of space and is necessary to create classrooms, therapy rooms, and vocational training levels. However, the project faces resistance from the local community, particularly due to the planned removal of an old oak tree. The Inclusion Council emphasized that ensuring education for children with disabilities is a legal entitlement and non-negotiable.
Accessibility and Senior Policy
On 11 March 2026, the Senior Council addressed the accessibility and safety for older and mobility-impaired people. A central inquiry concerned the clearing of bus stops during the winter months – not only of snow and ice, but also of litter. The Senior Council called for solutions that can provide relief even in acute emergency situations, such as the availability of de-icing materials on-site.
In addition, the accessibility of applications for basic security under the Social Code Book XII (SGB XII) was discussed. The administration reported on the digital application process via the social platform and ensured that these services are accessible. At the same time, a position for outreach work is being advertised to assist with applications on-site.
Events and Initiatives
In March 2026, several cultural and social initiatives were also presented. The Inter-Cultural Weeks against Racism are planned for September 2026, with a concert in front of the Teo Otto Theater and a treasure hunt on the Honsberg on the program. In addition, a flyer on accessible public toilets in Remscheid has been updated and is now available at several locations.
Outlook
The political discussions in March 2026 show that Remscheid is actively addressing social challenges. Whether it is the accommodation of refugees, inclusion, or accessibility – the city is pursuing a clear course to promote equal opportunities and participation. In the future, it will be particularly important to implement planned construction projects such as the expansion of Hilda-Heinemann Special Needs School and at the same time ensure financial support for social initiatives such as the EX-IN advisory service. Only in this way can Remscheid remain an inclusive and livable city in the coming years.
