Social Policy in Remscheid: Challenges in April 2026

In April 2026, Remscheid was marked by decisive developments in the field of social and housing policy. The expansion of the advisory center "Markt 13" and the processing of applications for basic social security illustrate the complexity of the challenges the city is facing.

Social Policy in Remscheid: Between Delays and Progress

In April 2026, the city of Remscheid was shaped by intense discussions and decisions in the field of social and housing policy. The Committee for Work, Social Affairs, Health, Housing, and Care as well as the Council for the Elderly were central to several consultations, particularly focusing on the implementation of the advisory center "Markt 13" and the current situation regarding basic social security under Book XII of the Social Code (SGB).

Progress and Challenges at the Advisory Center "Markt 13"

The advisory center "Markt 13" has been in operation since early 2024, with the goal of creating a central, barrier-free, and easily accessible point of contact for older people and people with disabilities. The center now houses the care and housing advisory services as well as the insurance office. However, not all originally planned services, such as culturally sensitive elderly care or adult social services, have been fully implemented. Currently, there are still vacant positions, and not all structural conditions are in place.

The administration plans to realize the remaining services in a timely manner, but there is no binding timetable. In the meantime, interim solutions are in place, such as the telephone accessibility of care and housing advisory services and the use of a barrier-free building at Alleestr. 66 when structural barriers are present on-site.

Basic Social Security: Processing Delays and the Need for Transparency

Another central topic was the processing status of basic social security applications. As of January 1, 2026, 389 applications for basic social security for the elderly and for those with reduced earning capacity had not yet been fully processed. The average processing time was 5.5 months, which is seen as problematic, especially for older people. Delays can have existential consequences and are therefore perceived as an urgent issue.

The city of Remscheid does not have any outstanding payments to elderly and care facilities or to those entitled to benefits. Nevertheless, it is clear that the complexity of the need assessment and the legal requirements lead to lengthy procedures. The SPD city council group and the Council for the Elderly are calling for faster processing and greater transparency.

Barrier-free Access: A Central Approach to Social Policy

Another focus was the barrier-free accessibility of applications for basic social security. The city of Remscheid is being asked whether applications are offered in barrier-free formats such as barrier-free PDF, large print, or verbal application. In addition, it should be checked whether the documents are clearly worded and whether support services for people with impairments are sufficient.

The administration states that digital barrier-free access is aligned with the BITV NRW criteria. Nevertheless, it is necessary to also enable analog and assisted forms of application to reach all citizens equally. The SPD city council group is calling for concrete measures and plans for further development.

Outlook and Areas for Action

The developments in April 2026 show that Remscheid is on the way to a more inclusive and efficient social policy, but still has challenges ahead. The implementation of the advisory center "Markt 13" and the processing status of basic social security applications demonstrate that both personnel and structural resources are urgently needed. It is also important to digitize and make processes barrier-free to reach all population groups.

Therefore, in May 2026, it will be crucial to see whether the administration can present concrete progress in filling vacant positions and equipping the advisory center structurally – and whether the processing of basic social security applications is actually accelerated.
