On an unplanned inner-urban land parcel in the municipal district of Lüttringen, Flur 2, Flurstück 863, the construction of a multi-family housing complex with ten residential units is planned. The architectural implementation will be carried out in two building sections connected by a shared access core with an elevator. The apartments are planned to range in size from 65 to 75 m², with two parking spaces and ten bicycle parking spaces allocated for each unit.

The development is urbanistically permissible and blends into the local character. In addition, a photovoltaic system with a battery storage unit is planned, contributing to CO₂ reduction and energy efficiency. This project serves as an example of private infill development, which is supported by the municipality of Ense to meet the growing demand for housing.

Construction Turbo: Accelerating Housing Construction

In April 2026, the municipality of Ense adopted binding guidelines for the application of the Construction Turbo (§ 246e BauGB) to accelerate housing construction. The goal is to create housing more quickly by shortening approval procedures, without the need for a complex zoning plan process beforehand.

The guidelines are divided into three categories:

  • Category 1: Non-critical, small-scale projects, where the administration can make decisions independently.
  • Category 2: Non-critical, larger projects, which require political consultation by the Committee for Planning, Construction, and Transport.
  • Category 3: Controversial or complex projects, which still require decisions through traditional zoning plan procedures.

A central principle is the equal treatment of comparable cases. Additionally, the fiction of agreement applies: in the absence of a decision within three months, approval is assumed. In the first year following implementation, all Construction Turbo cases will be presented to the committee, after which Category 1 projects will be decided as routine administrative matters.

Wind Power and Repowering: Expansion of Renewable Energy

Another focus of the April planning is the renewal of wind turbines in Ense. The municipality is currently preparing several repowering projects, including the construction of two new wind turbines in the rural area of the district of Niederense. These projects are subject to the privileged project status under § 35 (1) BauGB and are part of a comprehensive amendment to the land use plan.

A central project is the renewal of the existing wind turbine in Ense-Ruhne. The 40-meter-high Tacke turbine is to be replaced by an ENERCON E-175 EP5 E2 with a hub height of 174.5 meters. The new turbine will be built on the municipal district of Ruhne, Flur 3, Flurstück 3 and will comply with the applicable distance criteria. The planning costs will be borne by the applicant.

Additionally, the construction of a transformer and a handover station is planned as part of the repowering of the Möhnesee-Hewingsen wind farm. These facilities are necessary to balance the differing voltages between wind energy installations and the public power grid.

Urban Planning and Amendments to the Land Use Plan

Urban planning in Ense is a continuous process that was further advanced in the April meeting of the Committee for Planning, Construction, and Transport. The 98th amendment to the land use plan for the rural area of the district of Niederense was adopted to create the planning prerequisites for a repowering project.

In addition, the administration will present the overall topic of urban planning at the meeting on April 23, 2026. The financial implications for the fiscal year and subsequent years are planned, although specific figures have not yet been determined. Early public, administrative, and neighboring municipality involvement is a central part of the planning process.
