Mobility: Bicycles and Traffic Planning in Focus

In April, bicycle traffic, construction planning, and road safety were central topics in Lüneburg. The Mobility Committee finalized the extension of the bicycle traffic strategy until 2035, stipulating that any unimplemented measures may not be discarded without stakeholder consultation. For 2027, 50,000 € was allocated for the renovation of public spaces and 300,000 € for retractable bollard systems.

Another key project is the reactivation of the Lüneburg–Soltau railway line, planned for December 2028, with construction expected to begin in spring 2027. The Hanseatic City and SinONGmbH will conclude a cooperation agreement for the areas around the planned stops.

The redevelopment of Marienplatz and Am Ochsenmarkt is also in the planning stages. The goal is to create a bicycle street, barrier-free sidewalks, and recreational areas. The planning is being conducted under §47 HOAI and will be included in the 2027 budget planning.

Social Affairs: Homelessness Project and MIGRAR Reform

The Committee for Social Affairs, Health, Equality, and Voluntary Work introduced a new homelessness project in Schießgrabenstraße in April. Up to 12–14 adults can be housed there in a structured support model. The service provider is Housing Lüneburg e.V., and the partner is the City's Social Department. The planned project start is in spring/summer 2026.

Additionally, the MIGRAR Advisory Board was reformed. The new integration advisory board consists of 20 migrant representatives, with 10 from the city and 10 from the district, and elects a chairperson by secret ballot. The executive management is carried out by the administrations of the city and district.

The Integration Advisory Board clearly opposed the restrictions on admissions to integration courses by the BAMF and decided to publish a statement. Furthermore, a budget of 1,800 € was set for the Lüneburg Weeks Against Racism 2026.

School and Education: Full-Day Schools and School Development Process

In April, the School Committee secured the city’s financial participation in full-day schools and launched a school development process for secondary schools in Lüneburg. The goal is to prepare a decision-making basis by end of 2026 and present the results to the political bodies by end of 2027.

For the school year 2026/2027, the city plans to contribute 1,074,900 € (2026) and 2,393,600 € (2027) to full-day schools. The administration is tasked with concluding bilateral and trilateral agreements with the state, schools, and partner organizations.

The School Fundamentals Committee supported the process with a report on a joint school development process. The moderation is handled by paseo GmbH, and additional workshops are planned for 2026 and 2027.

Finance and Investments: Debt, Inheritance, and Funding

The Finance Committee provided an overview of the city's debt, which stood at 420.28 million euros as of 31.12.2025. In 2025, 58 million euros in new loans were taken on. The Committee also recommended investments in full-day school operations and approved the appointment of a commercial managing director for Theater Lüneburg GmbH.

Another important topic was the inheritance from Jens Witte, which totaled 500,000 € for the city. Half of it will go to the German Cancer Aid Foundation, and the other half will be transferred to the city’s treasury. After acceptance, the administration will submit a proposal for use.

April 2026 was a significant monthly milestone for Lüneburg. The city is investing in more cycling infrastructure, improved social services, and reliable educational offerings.
