The Hanseatic city of Lüneburg has been intensively addressing the future of its municipal infrastructure, school construction projects, and urban development in recent weeks. The Building Committee has initiated several measures that will shape the structure of the city both in the short and long term. Here is a detailed analysis of the most important topics.

School Construction and Renovation: The Future of IGS Kreideberg

The IGS Kreideberg is at the center of the city's construction planning. With a total investment volume of 98 million euros for the construction of a campus school by 2038, Lüneburg is focusing on sustainable and climate-friendly construction methods. The new building will include modern classrooms and full-day educational facilities, retention roofs, photovoltaic systems, and heat pump technology.

The alternative, to renovate the existing building, would cost 104 million euros and take until 2044 to complete. The current infrastructure has significant shortcomings: outdated building services, lack of barrier-free access, and insufficient space for full-day educational programs.

The city has already allocated 2.3 million euros for the construction of the upper school section, with funding through the KfW program for climate-friendly buildings currently being evaluated. The decision to build new is also a response to the increasing demands on educational institutions in the context of climate change.

Housing Construction and Neighborhood Development: Häcklingen and the Wagenplatz

In the northwest of the city, the former calcined sandstone works in Häcklingen is being developed into a new urban center. With 155 residential units, including subsidized housing, and 7,600 m² of commercial space, a neighborhood is emerging that combines housing, commerce, and green spaces. The planning emphasizes the protection of the eastern forests and barrier-free access with car-sharing stations and electric charging points.

Another project concerns the Wagenplatz in the Brockwinkler Weg, which is being newly developed on a city-owned field. With an area of 12,980 m² and up to 30 residential units in caravans, the Wagenplatz will be restructured. Access will be via the Brockwinkler Weg, with existing trees preserved and new green spaces created.

The planning also takes into account the protection of nesting birds and bats. Construction work is therefore limited to the period 01.09. to 28.02. to minimize risks for species protection.

Climate Protection and Sustainability: A Central Guideline

Climate protection in Lüneburg is not just lip service – it defines the planning. The city is increasingly relying on timber construction, retention roofs, and renewable energies. In the construction of the new IGS Kreideberg and in Häcklingen, heat pumps and photovoltaic systems will be used to reduce the CO₂ footprint.

In addition, environmental reports are being prepared to assess the impact on flora and fauna. The focus is on European protected species such as bats and nesting birds. The city also plans to minimize soil compaction and sealing and to create compensatory areas for the ecological network.

Prerequisites for Future Construction Projects: The "Construction Turbo"

Lüneburg has also decided on the so-called "Construction Turbo" in accordance with § 31, 34, 246e of the Building Code (BauGB), to accelerate construction planning procedures. The responsibility for approvals lies with the Executive Committee, and in less complex cases, they can also be delegated directly to the First Mayor.

The procedure includes a preliminary meeting, public participation, and final approval by the city. The goal is to implement investments in the municipal infrastructure more quickly, particularly in areas such as schools, housing, and commerce.

Outlook: What's Coming in 2027?

The coming years will be decisive for Lüneburg's urban development. The construction of the new IGS Kreideberg and the renovation of existing buildings will be completed by 2038. In Häcklingen, a new neighborhood will be created that can serve as a model for future urban development.

In addition, the city will continue to focus on climate protection and sustainability. The evaluation of KfW funding for climate-friendly construction projects will continue, and in other areas such as traffic and access, barrier-free and environmentally compatible solutions will become more important.
