In April 2026, two central topics were in focus: the joint school development process of the Hanseatic city and the district of Lüneburg, as well as the financing and implementation of the legal entitlement to full-day care at primary schools. Both topics show how the city is responding to changing demographic, financial, and pedagogical conditions.

School Development Process: Structural Planning for the Future

The joint school development process for secondary schools in the Hanseatic city and the district of Lüneburg has significantly advanced in April 2026. The process was initiated in February 2025 on the recommendation of the School Basic Principles Committee and is now in the concrete implementation phase. The goal is to enable a future-oriented, demand-driven, and legally sound school development.

In April, several workshops took place, involving school principals, politicians, parents, student representatives, and external moderators. Discussed topics included, among others, the future of comprehensive schools, upper secondary schools, and integrated comprehensive schools. Particular attention was paid to the challenges of the different starting positions of the schools and the need for stronger cooperation between the city and the district.

The external moderation of the process is being carried out by paseo GmbH. In April, the administrations already planned to extend the timeline of the process in order to gain more time for the necessary discussions and planning. Another important element is the formation of a focus group, which is intended to serve as a platform for structured dialogue. This group will consist of representatives from the school authorities, school committees, parents, and students. The results of the process are expected to be available by early 2027.

Full-Day Schools: Legal Entitlement and Funding

Another central topic was the implementation of the legal entitlement to full-day care at primary schools. This entitlement was unanimously decided in November 2025 and is now in concrete planning. In April 2026, the School Committee met to discuss funding and organizational aspects.

The Hanseatic city plans a comprehensive implementation of the legal entitlement from August 2026. Funding remains a central issue. The city expects a total expenditure of 5.88 million euros for the school year 2026/2027. This amount is partially offset by increasing state funds, which is why the net cost for the city is estimated at 1.07 million euros. For the following year 2027, additional funds of 2.39 million euros are planned.

A central aspect is the care ratio, which varies by grade (1:13 for grades 1 + 2, 1:18 for grades 3 + 4). Funding heavily depends on the number of participating students, making precise calculations difficult. The city is working closely with partners such as ÜMI-Igelschule e.V., NSB Kaltenmoor, or AWO to ensure care.

Funding is provided through budgetary funds, framework agreements with the state, and capitalization models. To ensure implementation, construction measures and spatial concepts are necessary. Given the short timeframe until August 2026, transitional solutions are being planned.

The two topics – school development process and full-day schools – have far-reaching impacts on the educational landscape in Lüneburg. The school development process aims at long-term, cooperative, and demand-driven planning, while full-day schools require a concrete, politically mandated implementation in the short term.
