Renovation and Development: Meßstetten Lays the Foundation for Future-Oriented Neighborhoods

In April 2026, the municipality of Meßstetten focused on numerous construction measures and development projects. The municipal council meeting on April 17 yielded clear decisions regarding the renovation of existing infrastructure and the development of new building areas. Particularly notable is the "Grund/Hülbenwiesen" project in Hartheim, which is regarded as a key initiative for housing construction and improved traffic connections.

Renovation Measures: From Bueloch to Tieringen

The renovation of the 7th construction phase in Bueloch, especially on Gottlieb-Daimler-Straße, is a milestone in Meßstetten's infrastructure policy. With a total budget of 712,775.67 euros, the firm Christian Koch GmbH & Co. KG has been awarded the contract to renovate the roadway, replace water and sewer lines, and install empty pipes for broadband cables. The work is scheduled to take place between May and November 2026.

In addition, it was decided to renew the water supply line on Hinter Burg street in Tieringen. The firm Clemens Müller GmbH & Co. KG from Albstadt received the contract with a final offer price of 234,961.11 euros. The work includes the renewal of the main line and public area household connections and is planned for the period from May to September 2026.

Development of the Building Area "Grund/Hülbenwiesen" in Hartheim

The building area "Grund/Hülbenwiesen" in Hartheim is a central project for the future expansion of the town. As part of the development, a left-turn lane will be constructed onto the district road 7149, thereby increasing traffic safety and improving connectivity. The cost for this section is approximately 372,000 euros. In addition, a foul water sewer is planned to ensure the infrastructure for future residents.

The planning services for road construction, water supply, and drainage have been awarded to the planning office Hermle from Gosheim, which submitted the most economically viable offer with a fee of 172,098.10 euros. The development work is scheduled to begin in October 2026, simultaneously with the road surface renovation of district road 7149 by the district administration.

Legal Innovations: The Bau-Turbo in Meßstetten

Another focus was the amendment to the main regulations of the municipality of Meßstetten. The municipal council unanimously decided to transfer the approval authority under § 36a of the German Building Code (Bau-Turbo) to the Mayor and the administration. The goal is to accelerate housing construction by enabling deviations from zoning plans – provided they are in line with public interests and neighborhood concerns.

This regulation particularly applies to projects in the urban fringe that are spatially connected to existing development. Specialist legal requirements such as emissions protection, building regulations, and environmental protection remain unaffected. The introduction of the Bau-Turbo is a response to the growing demand for affordable housing and the challenges in the regional housing market.

The April decisions demonstrate that Meßstetten is taking a clear course towards sustainable and future-oriented urban development. Through the combination of infrastructure measures, development projects, and legal flexibility, the municipality will not only grow in the coming years but also increase its attractiveness.
