The city has received two offers for the construction of the ice rink, with the selected operator, Operator 1, being more expensive but economically and technically more convincing. The city also takes on marketing activities, and the Youth Committee is involved in the planning of the supporting program.

A key point is that the operator is obliged to restore the area after the contract ends. As the landowner, the city of Leonberg is obligated to ensure protection for third parties. Therefore, a clear distribution of liability between the city and the operator is also provided. A direct order to the operator is permissible, as the threshold for a tender procedure is not exceeded.
