Climate Neutrality in Lübeck: Energy Agency and Renaturation Projects
In February 2026, Lübeck set significant impulses for climate protection during the 20th meeting of the Committee for Environment, Safety, and Order. The discussions covered both strategic planning, such as the Climate Protection Master Plan, and concrete local projects aimed at water protection and biodiversity promotion. Particularly noteworthy are the plans for the establishment of a municipal energy agency as well as the renaturation measures for the Wakenitz.
Energy Agency: A Central Approach for the Climate Protection Strategy
The establishment of a municipal energy agency or a center of expertise for climate neutrality was unanimously decided. The goal is to create a central "one-stop shop" for advisory services, support, participation, and networking in the field of climate protection and energy. The energy agency is to connect citizens, businesses, organizations, and associations while involving local actors.
The range of tasks is broad: campaigns for the heat transition, advisory services for building owners, guidance on funding opportunities, support for the establishment of citizen energy cooperatives, development of district projects, and organization of information events. An expert advisory board will be established to strengthen the flow of information and dialogue.
By the municipal council meeting in July 2025, a concept should be presented that outlines the financial and personnel requirements as well as funding possibilities. In addition, the energy agency should enable regional expansion if neighboring municipalities show interest. Partners such as the municipal utility company, economic development office, chamber of crafts, and universities will be involved in the work.
Wakenitz Renaturation: Water Protection and Biodiversity Promotion
Another central project is the renaturation of the Wakenitz. The goal is the sustainable improvement of water quality and the promotion of biodiversity in this sensitive ecosystem. A water management plan will be created, including protection measures for endangered species and habitats.
A pilot project for the renaturation of reed beds along the banks of the Wakenitz is planned. The Niemarker Landgraben will also be used as a pilot area to minimize pollutant inflows into the Wakenitz. Measures such as buffer zones along the banks, retention areas, and the removal of nutrient-rich sediment deposits are part of the concept.
To monitor ecological development, a monitoring program for flora and fauna in the Wakenitz nature reserve will be introduced. The costs for all measures will be determined by the 2026 budget session. At the same time, it will be examined whether state or federal funding can be applied for.
Climate Protection Policy and Political Background
The committee rejected a proposal by the AfD to suspend the Climate Protection Master Plan until 2035 with a vote of 14 to 1. This decision ensures that the city remains on course to achieve its climate neutrality goals by 2035. The already implemented measures will continue, and alternative approaches such as a postponement until 2045 are also being discussed.
The energy agency will not only serve as a service center for citizens but also act as a communication bridge between the administration, economy, and civil society. Event formats such as "Open House Days" or "Open Heating Cellars" will help to present renovation measures and climate-neutral technologies in a concrete way.
Outlook: From Concept to Implementation
The adopted measures mark a decisive step in Lübeck's climate protection strategy. The energy agency will be concretized in the coming months, and the renaturation projects on the Wakenitz will move into implementation. The involvement of local actors, networking with regional partners, and broad social support are key to success.
With these initiatives, Lübeck sets an example of sustainable urban development and demonstrates how climate protection and ecological restoration can go hand in hand.
