The Committee for Finance, Personnel, and Security convened on February 3 and approved several proposals covering investments, administrative measures, and financing models. At the same time, the Frankenthal (Pfalz) Municipal and Economic Enterprise (EWF) worked on amendments to the 2026 economic plan to enable investments in the areas of environment, safety, and digitalization.

Investments in Safety and Infrastructure

A central topic of the February meeting was the procurement of new equipment for the city's fire department. The administration requested approval for the replacement purchase of two aid firefighting vehicles (HLF) and the acquisition of a swap-body vehicle, including hygiene equipment for the inter-municipal cooperation (IKZ). These investments are part of the city's safety planning and aim to ensure the operational readiness of the fire department in the future.

In addition, civil engineering work in the Ostpark was initiated with a budget of approximately 229,000 euros. The work, funded by the Local Investment Program for Climate Protection and Innovation (KIPKI), aims to improve the city's leisure infrastructure. The costs for the landscaping work alone amounted to 120,000 euros.

Subsidies and Financing Models

The development of an inter-municipal industrial area was another important topic. The committee passed a basic decision, according to which the administration is to develop a financing and cost distribution model. In addition, regional and trans-regional subsidy programs are to be examined. The city of Frankenthal has already laid the groundwork for financing and plans to submit applications for federal and state subsidies.

In the field of pluvial flood prevention, the city had to terminate an initial subsidy procedure, as the expansion was not eligible for funding. Instead, a new procedure has been initiated, aiming for a subsidy rate of 90%. The engineering office Björnsen from Speyer has been commissioned to continue the project. The final approval of the subsidy procedure still depends on agreements with the Ministry for Climate, Environment, Energy and Mobility.

Digitalization and Administrative Modernization

RM Dr. Schiffmann inquired about the implementation of the Online Access Act and the introduction of e-services, e-records, and AI-based procedures. The city has already taken steps, for example in the renovation of the EWF citizen's office, which was opened in January 2026 after an investment of 120,000 euros. The relocation and technical equipment were carried out without closure, indicating careful planning.

In addition, a half-time position is planned in the personnel plan 2026/2027 for the operation of the EWF Instagram account. This shows that Frankenthal also aims for a professional presence in digital communication.

Outlook and Challenges

For the further course of the year 2026 and the planning of the budget 2027/2028, several challenges must be overcome. The implementation of the digital strategy, the financing of inter-municipal projects, and the assurance of safety infrastructure are central topics.
