Urban Development in Focus: Accelerating and Transforming Planning

Revised Zoning Plan "Steinweg/Balduinstraße" Adopted

The Andernach City Council adopted the revised zoning plan "Steinweg/Balduinstraße" in April 2026. The goal is to expand the planning area and designate a special zone for a hotel project with complementary uses. The existing zoning plan "Steinweg and Surroundings" will be repealed in the affected area once the new plan comes into effect.

The planning process is being conducted under the accelerated procedure of § 13a Building Code (BauGB), with a two-stage participation process. In addition, the areas within the planning zone are subject to the City's preservation ordinance, which means that historical and cultural values must be given particular consideration.

Noise Load in Industrial Area VIII Confirmed

The Committee for Planning and Real Estate confirmed the noise assessment in the zoning plan "Industrial Area VIII". The planned noise levels are significantly below the legal reference values, and no more than a minor increase in overall noise is expected. Furthermore, the Higher Administrative Court decision on the norm control procedure against this zoning plan was presented, in which the application for review was rejected.

Housing Development in Turbo Mode

The guidelines according to § 246 e BauGB (Housing Development Turbo) were discussed to accelerate housing construction in Andernach. The focus is on the early involvement of authorities and the public to implement planning faster and more efficiently. This is a step to meet the growing housing demand in the region.


Youth Policy and New Leisure Opportunities

WhatsApp Channel and Holiday Programs

The municipal WhatsApp channel, which has been in a six-month pilot phase since March 2026, is to be further expanded. At its second meeting, the Youth Council also evaluated the 2026 Easter Holiday Program as very successful. The Summer Holiday Program is already in preparation and is again aimed at students from secondary schools.

Breslauer Platz Becomes a Participatory Space

On the 77th anniversary of the Basic Law on May 23, 2026, the Breslauer Platz will become the central participatory space. New leisure opportunities will be created, including a pergola, trees, wildflower meadows, nesting boxes, raised beds, and a public barbecue area. The square will not only be visually enhanced but also made barrier-free and more life-friendly.


Financial Policy and Funding

Medical Care to Be Funded

The Main and Finance Committee approved funding for home and specialist medical care. 20,000 € for the new practice of Dr. Liv Hamann, 9,454.85 € for Mr. Mohamad Moslimani, and 4,545.15 € for the joint practice of Dr. Fries/Dr. Kirchrath were unanimously approved. The funding is subject to a five-year binding period, and if the activity is terminated before then, a reimbursement obligation applies.

Donations and Second-Hand Clothing Collection Points

The Finance Committee approved the acquisition, acceptance, and distribution of donations and sponsorship services for various municipal projects. Income from donations amounted to 20,225.85 € and will be used, among other things, for VHS courses, holiday programs, and the Senior Dance Café.

Another decision concerned the distribution of second-hand clothing collection containers. The city has adopted a site concept that provides for an even distribution and a maximum of two containers per waste container station. This is intended to ensure the visual appeal and attractiveness of public areas.
