The deficit could grow to approximately 54,000 € by the end of 2026, prompting the AWO Kreisverband Bonn/Rhein-Sieg e.V. to plan the termination of the housing advisory service by 31.12.2026, unless a binding funding commitment is made by June 2026.
The SPD district council faction requested a motion in the meeting to secure the housing advisory service, while the CDU, Greens, and FDP supported its continuation and alternative funding arrangements. Political tensions are evident: While the SPD calls for a stronger role of the district, other factions emphasize collaborative efforts with the nursing care insurance funds.
Funding for Educational and Participation Measures: Increase in Flat Rates
Another important topic was the amendment of the by-law to involve the district's municipalities in the implementation of tasks under § 6b of the Federal Child Benefit Act (BKGG). The Rhein-Sieg District is the responsible carrier for educational and participation support measures, with the execution delegated to the municipalities. The municipalities receive a staffing cost flat rate, which is now increased from 9 to 10 full-time equivalents.
This has financial consequences: Additional funds of 55,000 € are required for the 2026 financial year. The increase is necessary due to the significant rise in the number of eligible individuals following the housing benefit reform in 2023. The municipalities are calling for an adjustment of the flat rate to offset the rising costs.
Integration and Inclusion: Structural Challenges
In addition to housing advisory services and the funding of educational measures, topics such as the Local Integration Center (KI) and the Local Integration Management (KIM) were on the agenda.
