In March 2026, mobility was a central topic in the Rhein-Sieg District. The Committee for Planning and Transport met with a comprehensive agenda, ranging from the tramway to the bicycle hire system. At the same time, decisions on infrastructure, public transport, and new regulations were discussed. These decisions show how strongly the district is working toward a sustainable, transport-just future.

Implementation of the Tramway Target Concept

A central topic was the implementation status of the tramway target concept. The Rhein-Sieg District and the city of Sankt Augustin are closely cooperating with the Bonn Utilities Company (SWB) to advance the planning and realization of the tramway lines. In the meeting, specific questions were raised, including the current status of vehicle procurement, planning for a turning loop, and the financial implications.

Tramway line 18 will be expanded into a dual-track system in the future, and line 17 is currently in the planning phase. A particular challenge is the compensation for noise pollution in the affected areas. In addition, data collection on passenger numbers was requested to evaluate the effectiveness of the concept.

Maintenance of District Roads

In 2026, eight major maintenance projects on district roads are planned. These include, for example, the renewal of drainage pipes, upper structure maintenance, and the redesign of cycle and pedestrian paths. A particularly large project is the fundamental maintenance of the K 22 in the Niederkassel area. Here, 650,000 euros are allocated, with 70% of the costs covered by funding.

These measures are part of a long-term strategy to improve road safety and the quality of life in the region. The maintenance projects will be carried out both to the left and right of the Rhine within the district and will affect both residential and commercial areas.

Taxi Fares and Car Hire Regulations

Another important topic was the 21st amendment to the fare regulation for taxis. The administration proposes a two-stage fare adjustment to account for rising costs due to the minimum wage and inflation. The new fare regulation is set to take effect on May 1, 2026, giving taxi companies sufficient time to adapt.

In addition, the district plans the introduction of minimum transportation fares (MBE) in the occasional car hire traffic. This measure aims to counteract discount prices by digital platforms that are putting pressure on the regional car hire market. An external expert report is being considered to develop the basis for the MBE.

Regional Cooperation and Cycling Traffic

As part of regional cooperation, the committee decided to hold a joint session with the Bonn Committee for Transport and Planning. This cooperation was initiated in 2010 and has been regularly continued since then. The next joint session is planned for March 2026.

Another important topic was the evaluation of the bicycle hire system and the analysis of cycling commuter routes. The duration counters for cycling traffic provided valuable data in 2025, which should be incorporated into the planning of future measures. In addition, a status report on the state and regional plan was presented, guiding the future development of mobility in the Rhein-Sieg District.
