Remscheid Youth Policy in March 2026: Playgrounds, Integration, and Future Prospects

In March 2026, a wide range of youth policy topics came to the forefront in Remscheid, from the closure of contaminated playgrounds to the future prospects of refugee youth. An overview of the most important decisions and developments.

Youth Policy in Remscheid: From Playgrounds to the Future

In March 2026, the Youth Welfare Committee in Remscheid held an in-depth debate on the future of the city's youth policy. The topics ranged from the safety and maintenance of public playgrounds to integration issues and the implementation of the right to a place in an after-school program (OGS). The decisions and discussions show how complex and central youth policy is for the development of the city.

Playgrounds: Safety, Renovation, and Shade

One of the central topics of the March meeting was the safety of playgrounds. Due to elevated levels of pollutants (lead and PAK/B(a)P), the playground at the Dowidat-Siedlung and the northern part of the playground at Hoffmeisterstraße were closed. These measures were taken in the interest of children's health, with the closure being precautionary and based on expert assessments. The Playground Working Group recommended accelerating the renovation of the Dowidat-Siedlung playground, with an estimated cost of approximately 130,000 €.

In addition to these urgent safety concerns, long-term planning was also a focus. Measures for shading sun-exposed playgrounds were discussed. The goal is to ensure sustainable shade through pergolas, sun canopies, and, in particular, the planting of trees. Additional funds of 80,000–120,000 € have been allocated for this purpose. In some districts such as Hagedornweg or Hasenberger Weg, basic renovations are planned for 2026.

The youth themselves are actively involved in these processes. The Youth Council and the Playground Working Group work closely together to set priorities and define specific measures. Particularly noteworthy is the inclusion of children in the planning of playground renovations, such as the expansion of the Hagedornweg playground with the participation of children from the GGS Reinshagen school.

Integration and Prospects for Staying

Another central topic was the integration of refugee youth and the question of prospects for staying. The committee addressed inquiries from the Bündnis 90/Die Grünen faction regarding § 25a of the Residence Act, which can provide a right to stay for well-integrated, tolerated youth and young adults. The discussions highlight how sensitive and complex the issues of migration and integration are in youth policy. The city of Remscheid relies on close cooperation with youth welfare planning and the psychological counseling center to find individual solutions.

OGS Places and Educational Support

The legal entitlement to an OGS place (Open Full-Time School) from 2026 was another important topic. The Youth Welfare Committee received reports on the current implementation status and discussed the necessary building expansion projects. The CDU faction requested regular reporting from the Building Department on the status of these measures. These reports will be issued semi-annually in the future and will also include costs, delays, and risks.

Another focus was the expansion of the specialist position for sexualized violence against children and youth, a proposal by the Die Linke/echt.Remscheid faction. Personnel costs and the expansion of educational support were discussed. In addition, inquiries regarding parent surveys and school development planning were raised, showing how closely youth policy is intertwined with education and social policy.

Future and Outlook

The decisions made in March 2026 show how diverse and dynamic youth policy is in Remscheid. It ranges from the safety and maintenance of playgrounds to educational and legal questions regarding integration and protection. The active involvement of youth—whether in the Youth Council or the Playground Working Group—is a central success factor that should be further strengthened in the future.

In the coming months, the city of Remscheid will continue to implement the adopted measures. The renovation of contaminated playgrounds, the expansion of shading, and the securing of the entitlement to OGS places are just a few examples of future challenges. At the same time, the question of the long-term concept for youth policy in Remscheid remains open, underscoring the need for a comprehensive youth plan.
