Educational Policy in the Oberberg District: Expansion, Innovations, and Structural Changes

In March 2026, the Oberberg District focuses on the expansion of its educational infrastructure, the introduction of new educational programs, and the strengthening of the STEM fields. The establishment of a third special needs school and the setting up of a two-year vocational college for business and administration show how the region is advancing its educational policy.

Education Policy as a Key to the Future

The educational policy of the Oberberg District has established itself as a central building block for regional development in recent years. In March 2026, the Committee for Schools, Further Education, and Sports addressed several key topics that will bring about structural and content-related changes in the region's educational landscape. The discussions focused on the introduction of new educational programs, the expansion of special needs schools, and the strengthening of the STEM (Science, Technology, Engineering, and Mathematics) sector.

Expansion of Special Needs Schools: Necessity and Implementation

One of the biggest challenges in the education sector is the increasing demand for special needs school places, particularly in the field of intellectual development. The district council already decided in 2024 to establish a third special needs school and reaffirmed this decision. The Helen-Keller School in Oberwiehl, one of the largest special needs schools in the district, has seen a significant increase in enrollment—nearly 20% since 2017/2018. A container solution was set up in 2020, but a new building is necessary in the long term.

For the expansion of the special needs school in Oberwiehl, the administration has applied for a project worth 2.892 million euros. This renovation includes a two-story new building with barrier-free facilities, disabled-friendly toilets and care bathrooms, and an expanded entrance area with an elevator. The transportation connections will be improved, and new parking spaces as well as waiting areas for parents and visitors will be created. The funding will come from various projects, including funds from the North Rhine-Westphalia plan for good infrastructure.

Introduction of a New Vocational College: Business and Administration

Another milestone in educational policy is the establishment of the "Two-Year Vocational College for Business and Administration" at the Commercial Vocational College (KBK) in Gummersbach. The new educational program, set to start on August 1, 2026, will allow students to directly obtain full Fachhochschulreife (university of applied sciences entrance qualification) without additional internships or work experience. This is a landmark step to qualify young people for economic and administrative professions.

The establishment of the educational program was proposed by the CDU and SPD parliamentary groups and presented in the meeting of the Committee for Schools, Further Education, and Sports on March 5, 2026. The spatial and material equipment is already in place, and the necessary teaching staff is secured. Neighboring school authorities have been informed and expressed no concerns. The school authority decision, required by the regional government of Cologne, is a prerequisite for implementation.

Strengthening the STEM Sector and the Oberberg Education Office

Another central topic was the further development of the STEM | zdi action field. The Oberberg Education Office, the administrative office of the education network, plays a central role in this. During the meeting, the work of the education office was presented, including the success of the zdi Center investMINT Oberberg, which celebrated its 15th anniversary on February 25, 2026.

The education office will increasingly serve as a central interface for educational initiatives and collaborations in the future. Director Birgit Steuer and deputy director Bastian Thelen presented projects and action areas, including the STEM student laboratory. These initiatives aim to inspire young people early on for scientific careers and strengthen the region as an educational location.

Conclusion: Education as an Investment in the Future

The educational policy of the Oberberg District shows itself during the current session week as dynamic and future-oriented. With the establishment of a new vocational college, the expansion of special needs schools, and the strengthening of the STEM sector, it is clear that education is not only a task but an investment in the future of the region. The decisions to be implemented in the coming months will shape the educational landscape of the Oberberg District in a sustainable way.
