Citizens' Initiative Reform Strengthens Democratic Participation in Neuss

In April 2026, the city of Neuss passed a new ordinance for the implementation of citizens' initiatives, creating the foundation for a transparent and citizen-oriented political process. The regulation is based on the North Rhine-Westphalian Ordinance on the Implementation of Citizens' Initiatives (BürgerentscheidDVO NRW) and considers key provisions of the North Rhine-Westphalian Municipal Elections Act.

Voting rights are now not only granted to German citizens but also to EU citizens aged 16 and older who reside in or have a habitual residence in Neuss. Voting takes place in districts with a maximum of 5,000 voters, corresponding to municipal election districts. The application for postal voting materials is possible until 3 PM on the day of the vote, with replacement applications allowed until 12 PM the day before in case of loss or non-delivery.

A central element of the reform is the determination of the voting day by the Mayor, which must occur on a Sunday. The announcement is made at least two months in advance, and the voter register is compiled 42 days before the vote, with verification of accuracy between the 20th and 16th day beforehand.

Integration of Asylum Seekers: SPD Motion and Controversies

Another political highlight was the debate on the integration of asylum seekers through community-oriented activities. The SPD motion, which aims to enable the deployment of asylum seekers in accordance with Section 5 of the Asylum Seekers Benefits Act (Asylbewerberleistungsgesetz), was discussed. An AfD amendment called for a more binding implementation with a mandatory report due by September 2026 and criticized the non-binding nature of the SPD proposals.

Currently, 20 asylum seekers are available for deployment, and the proposal envisages their use at AWL Neuss. The goal is to promote integration, strengthen language acquisition and mutual understanding among population groups, and enable social participation.

Youth as Co-Creators of Urban Development

To strengthen democratic participation, a motion for greater inclusion of children and youth in the planning of the city center was also passed. Participation takes place through workshops at secondary schools and a digital platform. Topics range from green and recreational areas to public transport, pedestrian and cycling traffic, waste prevention, and the use of vacant buildings.

The results of the participation process are to be submitted to several central committees by December 2026, including the Main and Security Committee and the Committee for Planning, Urban Development, and Strengthening the City Center. The justification for the measure is clear: children and youth are not only user groups but also future co-creators of sustainable, climate-resilient, and socially responsible urban development.

Digital Future and Security in the City Center

In addition to the reform of the citizens' initiative regulations and the strengthening of citizen participation, the city of Neuss has taken steps to increase security and digital transformation. A LoRaWAN network with sensors will be set up to collect real-time data on the city center. This data feeds into the open data dashboard "Pulse of the City" and is intended to support urban planning and development.

In the area of security, there were developments regarding crime and disorder: Overall crime remained stable, but specific offenses such as car theft and drug-related crimes showed slight fluctuations. The municipal police increased fines, especially for dog-related issues and the improper placement of paper waste. In addition, new patrol services were introduced to strengthen the presence in the city center.
