Grefrath: Future between Housing and History

In April 2026, a new ordinance for citizens' initiatives was adopted. It is based on the North Rhine-Westphalia Citizens' Initiative Implementation Ordinance and the Local Election Act. The ordinance regulates, among other things, the division into 29 voting districts, the voluntary nature of the voting committees, and the application for postal voting. The goal is to make the citizens' initiative more transparent and citizen-friendly – a step toward more direct democracy in Neuss.

Mobility: Bicycle Quarter Garages and Cycling Network

The Mobility and Infrastructure Committee dealt intensively with the development of cycling. The so-called Hierarchical Cycling Network is expected to be available as a draft for consultation by the end of 2026. In addition, a demand analysis for bicycle quarter garages in the city center and the Gründerzeit district was conducted. The results show that Hermannsplatz and Hesemannstraße received particularly strong support. The administration plans to use only vacant lots and edges of green spaces to protect public spaces.

Children and Youth as Co-Creators of the City Center

Another highlight was the decision to include children and youth in the further development of the Neuss city center. Workshops and digital participation platforms are planned with a focus on green spaces, transport connections, and the use of vacant properties. The results are to be integrated into planning by the end of the year – a signal that the city of Neuss is listening to young voices.

Integration: Challenges Remain

In the Committee for Equal Opportunities and Integration, the appointment of appointments for residence and visa matters was discussed. The city of Neuss emphasized that it has no jurisdiction outside its city limits and sees no room for action to improve the district appointment system.
