The application period has been extended (from May 31 to June 30), and the approval process has been standardized. Administration and the committee will work closely together in the future to ensure a transparent and fair distribution of funds.

Rules of Procedure: From an Advisory Body to a Shaping Force

In April 2026, the Committee for Equal Opportunities and Integration also devoted itself to the development of a set of rules of procedure (GO). This GO is intended to serve as a legal basis to structure the committee and at the same time safeguard its right to participate and make proposals. The draft is based on a model developed by the State Integration Council of North Rhine-Westphalia and will be presented at the next meeting.

The rules of procedure define clear roles and responsibilities. Four mandatory working groups – Public Relations, Projects, Education/Anti-Discrimination, and Organization – will be established to efficiently address topics. The work of the working groups will be coordinated by the election of spokespersons, and a fixed reporting system will ensure transparency.

Through these developments, the ACI is no longer perceived solely as an advisory body but as a shaping force in Mülheim's municipal politics. The rules of procedure thus represent a milestone in the development of the city's governance structure.

Integration into Municipal Politics: Networking, Participation, and Responsibility

Another important topic was the inclusion of the ACI in other municipal committees. In the future, members of the ACI will be sent as advisory members to various committees – including the Main Committee, Audit Committee, and Juvenile Welfare Committee. This step is an expression of recognition for the work of the ACI and its central role in shaping Mülheim's integrative and democratic future.

In addition, there were advances in public relations. The ACI has developed a communication strategy that combines digital and personal channels. The goal is to make the committee's work more visible and at the same time strengthen trust within the city's society. Working groups for public relations, education, and anti-discrimination have been established to embed these topics on a broader level.

The developments in April 2026 show that Mülheim an der Ruhr is consciously taking an active role in shaping an integrative, democratic, and diverse society. The ACI has established itself as a central actor who not only provides advice but also sets impulses and creates structures. The new rules of procedure, revised subsidy guidelines, and stronger networking into municipal politics are steps toward a sustainable governance structure that anchors equal opportunities and integration as central values.
