Youth Policy in Mülheim: From Skate Parks to Social Inclusion

In April 2026, it set new priorities in youth policy through a number of measures, investments, and strategic decisions. Both sporting leisure activities and social integration, educational equity, and the empowerment of young people in disadvantaged areas were central to these efforts.

Recreational Spaces and Sports Promotion: From Skate Parks to Olympic Champions

Mülheim has stood out as a model city for youth sports promotion through its TrendSport program and the Sportpark Styrum. In April 2026, activities in this area were further expanded. Over 100 young people gathered at the Skate Facility Südstraße for the Season Opening, which featured contests as well as workshops on parkour, dance, and judo.

Another highlight was the Styrumer Straßenlauf, which in its 42nd edition once again captivated over 1,000 students. In the areas of roller sports and BMX, new courses and workshops were introduced. These included Girls-Skatecamps, WCMX Workshops (wheelchair skating), and BMX trainings. The city also invested in new equipment: Through a Wander-Challenge, 2,500 euros were collected for new skateboards and BMX bikes.

Youth Welfare and Social Integration: Challenges and Progress

In youth welfare, Mülheim is currently facing challenges such as rising costs in foster care, an increase in cases of child endangerment, and the care of refugees. According to reports, the number of reports increased by 54.5% compared to the previous year. At the same time, the number of foster care services has reached a record level, particularly among single parents, who disproportionately require support.

In the area of support services, a case management officer was appointed to assist young people with (potential) disabilities in applying for benefits. The goal is to improve the interfaces between the youth office, social services, and LVR and to combine these services under the umbrella of public child and youth welfare.

Another focus was inclusive youth welfare. Mülheim is consistently working to implement the UN Convention on the Rights of Persons with Disabilities to include children with disabilities in all youth welfare activities. Training and qualification programs promote an inclusive mindset.

Youth Participation and Political Youth Promotion: Controversies and Cooperation

The promotion of political youth organizations remained a controversial topic in Mülheim as well. For example, the AfD faction requested that subsidies be treated in accordance with the procedures of previous years and demanded a clear political neutrality in the funding of public youth centers. The Autonomous Youth Center (AJZ), which describes itself as a non-commercial project, became the focus of the debate, as anti-fascist symbols were criticized as incompatible with neutrality.

Despite the controversies, the city continued to support youth organizations and political youth groups. Youth promotion is carried out through the City Youth Council (SJR) and the Ring of Political Youth (RPJ), including initiatives such as the Youth Fire Brigade, BDKJ, Lebenshilfe, and Die Falken. A project fund was also made available to support creative youth projects.

Outlook: From Movement to Education

Mülheim's youth policy is undergoing an exciting transformation. While the city continues to invest in sports and leisure activities, the social and educational dimensions are increasingly coming into focus. The Youth Promotion Plans 2024–2030 and the digitalization of youth welfare (e.g., through digital questionnaires for quality assurance) are important milestones in this regard.

In the future, it is expected that the city will place more emphasis on educational qualifications and labor market integration, especially against the backdrop of rising youth unemployment. At the same time, the participation of young people in political, cultural, and social processes will remain a central component of youth policy.

With its April 2026 session, Mülheim has demonstrated that it is possible to combine innovative youth policy with social responsibility. The challenges are great, but the impulses the city is setting provide reason for optimism.
