Finances in Focus – but also Investments for the Future
Budget Deficit and New Structures
January 2026 in Duisburg began with a clear financial assessment: The controlling report revealed a budget deficit of 147.42 million EUR for 2025. This is due to rising social transfer and personnel costs as well as high investments. In response, additional expenditures in the Youth Office were approved, including 48.20 million EUR in additional expenses and 23.973 million EUR in additional payments. In addition, the city plans to participate in the state program ASEG NRW to partially reduce municipal debt.
Another step toward consolidation is the merger of the Special Fund for Children and Youth (SVK) with the Special Fund for Real Estate Duisburg (SVI) starting in January 2026. This step is intended to increase efficiency and improve transparency.
Mobility: Investments in Infrastructure and Accessibility
In January, Duisburg approved several projects to improve mobility. In Rheinhausen, the renovation of wooden bridges in the Biegerhof recreation park was approved with 270,000 EUR, as well as a citywide LED conversion of street lighting with 4.043 million EUR. In addition, a 30 km/h zone on the street "Breitenkamp" was decided and the "Dein Radschloss" system was expanded to several locations.
Another important project is the barrier-free renovation of the stop "Kulturstraße" with a budget of 5.7 million EUR. These investments show a clear focus on safety, sustainability, and inclusivity.
Education and Sports: Investments for the Future
In the education sector, Duisburg focused on infrastructure investments in January 2026. The expansion of the Justus-von-Liebig School was unanimously approved with 11.5 million EUR, and the Gesamtschule Emschertal received 12 million EUR. In addition, a temporary double sports hall at the GGS Böhmer Straße was approved with 3.308 million EUR.
In sports, the city supports energy-efficient renovations in sports facilities with 2 million EUR through the Sparkassenstiftung and plans 700,000 EUR in investment grants for 2026. Event grants include the Rhein-Ruhr-Marathon and the ICF Canoe Polo World Championships.
Climate and Digitization: Challenges and Progress
In climate policy, Duisburg is investing in LED lighting and climate-friendly renovations, including at the youth center RIZ Nord. In addition, the city applied for funding from the federal program "Renovation of Municipal Sports Facilities" in the amount of 7.95 million EUR.
In the field of digitization, a two-factor authentication for the council information system was recommended to improve IT security. In addition, the digitization committee met publicly for the first time and discussed topics such as broadband expansion and the AI concept of the secondary school Am Biegerpark.
Social Affairs and Integration: Equality and Inclusion in Focus
In January, Duisburg focused on social investments, including 551,924.42 EUR in grants to welfare associations. In the senior citizen representative body, a proposal for direct elections was rejected, and in the Integration Council, challenges in naturalization procedures were discussed. In addition, a concept for the use of vacant retail spaces for social initiatives was proposed.
