Funding for AIDS-Help Duisburg: A Municipal Responsibility

In April 2026, Duisburg established a long-term funding framework for the AIDS-Help Duisburg/Wesel District e.V. up to 2028. The city of Duisburg will cover 58% of the costs, while the Wesel District will cover 42%. Annual funding will increase from 152,698 € (2027) to 157,279 € (2028). This amount covers all personnel costs and 20% of operational expenses in a lump sum.

AIDS-Help provides anonymous counseling, support, and public awareness and serves as a central point of contact for people living with HIV/AIDS and other sexually transmitted infections. The agreement was unanimously approved by the Wesel District Council on December 18, 2025, and serves as an example of the collaboration between the city and the district in social work.

Extension of Addiction Support: Realignment in the Drug Consumption Room

Another focal point was the extension of funding for addiction support in Duisburg. The city has decided to extend the funding for the "Anlaufstelle Hamborn" and the "Streetwork Innenstadt" until 2027, increasing the overall funding by 99,000 € per year. In addition, a new staff position (15 hours/week, 40,000 €/year) was funded for the preparation of the drug consumption room.

The total annual cost for addiction support will be 396,000 € (2026–2030), with the city covering 297,000 € of that amount. The administration emphasizes that the budget for the drug consumption room will offset the financial burden. The drug consumption room is a central element of modern addiction prevention and shows how Duisburg is responding to current health challenges.

Babynavi – Early Support for Young Families

The "Babynavi" project is another example of preventive social work in Duisburg. Young families receive targeted support from Babynavigators immediately after the birth of a child. These professionals identify early signs of child welfare risks and connect families to the support system.

Results from 2025 show the project to be successful: more than 2,000 families were reached in the Sana, Evang. Bethesda, and Helios clinics, with over 500 requiring intensive counseling. Visit rates ranged between 55% and 83%, underscoring the demand for this support. This project is a milestone in early intervention work and helps to mitigate social risks at an early stage.

Awareness Team at Sports Events: Prevention in Focus

An innovative approach to strengthening youth protection is the Awareness Team, which was first deployed at the AOK School Marathon and the Rhine-Ruhr Marathon. The team consists of volunteers from the City Sports Association and staff from the Youth Welfare Office, offering support points for children and young people who need help with discomfort, discrimination, or stressful situations.

Children from disadvantaged neighborhoods like Marxloh or Hochfeld show significantly higher rates of developmental concerns in language, motor skills, and overall health.

School entry examinations from 2024/2025 also revealed that only 48.7% of children have age-appropriate German language skills – a clear warning signal. These figures are significantly lower than the state average in North Rhine-Westphalia. At the same time, the obesity rate in Duisburg is 8.9%, above the state average. These numbers highlight the need for more intensive prevention and early support.

Outlook: What Does This Mean for the Future?

Duisburg's social policy is moving toward stronger collaboration between the city, the district, and local organizations. The investments in AIDS support, addiction assistance, and early intervention show that Duisburg is ready to invest in long-term prevention – even though the financial situation is not easy.

It also becomes clear that structural inequalities in health care and education still exist. The city must continue working on creating equitable access – for example, through multilingual counseling services, targeted support in disadvantaged districts, and stronger cooperation with educational institutions.
