Housing: Utilizing New Instruments in the Building Code

Duisburg has decided to actively use the new instruments of the German Building Code (BauGB) to advance housing construction. Sections 31, 34, 246e, and 36a of the BauGB are intended to help speed up approval procedures, particularly for projects within designated building areas. Projects outside settled areas, in industrial and commercial zones, and those requiring individual assessments are excluded.

The city plans to evaluate the application of these instruments after one year and adjust them if necessary. A key point is the consent under Section 36a of the BauGB, which is granted by the Committee for Urban Development and Transport for projects of one hectare or more. For smaller projects, the decision is made by the Lord Mayor.

These measures show how Duisburg is trying to remove bureaucratic hurdles and make the housing market more flexible – a response to the growing demand for affordable housing.

Sports Facilities: Major Investments for the Future

Another key focus was the renovation and modernization of the sports facility landscape. With a budget of 18.5 million euros for the years 2026–2030, Duisburg plans to fundamentally improve its sports infrastructure. Central projects include the modernization of artificial turf fields, the construction of a public sports center, and the expansion of the sports park.

Particularly noteworthy is the special program "Energy-efficient Renovation 2026," which includes 2.5 million euros. The aim is to optimize heating systems, insulation, lighting, and photovoltaic systems in 18 sports facilities. With 222,222 euros from the DuisburgSport budget, environmental considerations are being more strongly integrated into urban planning.

Funding is provided for 45% from federal funds and 55% from the city’s own resources. This shows how Duisburg is seizing the opportunity to use state funding programs strategically to strengthen municipal infrastructure.

Mobility and Transport: From 30 km/h Speed Limits to Olympic Preparation

Mobility in Duisburg was also a central topic. For example, a reduction in speed limits to 30 km/h on the Emmericher Straße at night is being examined to reduce noise pollution. In addition, planning for the new fire station construction on the Emmericher Straße is underway for 2026, accompanied by improved traffic connections via Duisburg's municipal enterprises.

Another milestone is Duisburg's planned bid for the Olympic and Paralympic Games 2036–2044. The city plans to rely on a municipal referendum in April 2026 to gain support for the bid. The costs amount to around 580,000 euros, 85% of which will be covered by the state of North Rhine-Westphalia.

Possible host venues include the Regattabahn in Duisburg's Sports Park (rowing/canoeing) and the Schauinsland-Reisen-Arena (sport climbing). Major international sporting events such as the Rhine-Ruhr Marathon or the ICF Canoe Polo World Championships are to serve as pilot projects for the Olympic bid.

Thinking Forward: Inclusion, Digitization, and Jobs

In addition to pure infrastructure development, Duisburg is also focusing on inclusion and digitization. The city has set itself the goal of making its sports facilities and transportation systems barrier-free. The expansion of the Rhine-Ruhr Express (RRX) to a 15-minute frequency is another step in this direction.

Preparations for potential Olympic Games are also being used as a driver for digitization – for example, by accelerating digital infrastructure. In addition, the large-scale events are expected to create jobs in the fields of construction, organization, and tourism, thus strengthening Duisburg's economic prospects.
