Housing: Utilizing New Instruments in the Building Code
Duisburg has decided to actively use the new instruments of the German Building Code (BauGB) to advance housing construction. Sections 31, 34, 246e, and 36a of the BauGB are intended to help speed up approval procedures, particularly for projects within designated building areas. Projects outside settled areas, in industrial and commercial zones, and those requiring individual assessments are excluded.
The city plans to evaluate the application of these instruments after one year and adjust them if necessary. A key point is the consent under Section 36a of the BauGB, which is granted by the Committee for Urban Development and Transport for projects of one hectare or more. For smaller projects, the decision is made by the Lord Mayor.
These measures show how Duisburg is trying to remove bureaucratic hurdles and make the housing market more flexible – a response to the growing demand for affordable housing.
Sports Facilities: Major Investments for the Future
Another key focus was the renovation and modernization of the sports facility landscape. With a budget of 18.5 million euros for the years 2026–2030, Duisburg plans to fundamentally improve its sports infrastructure. Possible host venues include the Regattabahn in Duisburg's Sports Park (rowing/canoeing) and the Schauinsland-Reisen-Arena (sport climbing). Major international sporting events such as the Rhine-Ruhr Marathon or the ICF Canoe Polo World Championships are to serve as pilot projects for the Olympic bid.

The city has set itself the goal of making its sports facilities and transportation systems barrier-free. The expansion of the Rhine-Ruhr Express (RRX) to a 15-minute frequency is another step in this direction.

In addition, the large-scale events are expected to create jobs in the fields of construction, organization, and tourism, thus strengthening Duisburg's economic prospects.
