Duisburg's Kita Policy in January 2026: Flexibility, Renovations, and Investments

In January 2026, Duisburg sets important milestones in its Kita policy: flexible childcare hours, renovations, new investments in Kita facilities, and enhanced parental support are key features. The focus is on better conditions for parents and children, as well as long-term infrastructure planning.

Duisburg's Kita Policy: Flexibility, Investments, and Parental Support

The Kita landscape in Duisburg is continuously evolving. In January 2026, three central topics were in the spotlight: the flexibilization of childcare hours, investments in Kita facilities, and the expansion of parental education programs. These developments not only reflect the current challenges in childcare but also the city's long-term planning.

Flexibilization of Childcare Hours

In the school year 2025/26, Duisburg decided to pursue the flexibilization of childcare hours in daycare centers and family-based childcare. The goal is to give parents more freedom to plan their working hours more effectively. This flexibilization is supported by an increase in the state subsidy: from 836,800 € to 1,046,000 €.

The funding is tied to specific requirements – only facilities that meet the criteria of § 48 Abs. 2 KiBiz can benefit. Pilot facilities and other Kitas offering innovative childcare models receive additional financial support. The decision was unanimously adopted, underscoring the importance of this issue.

Investments in Kitas: New Construction and Renovations

Duisburg is making significant investments in Kita infrastructure in 2026. Numerous new constructions and renovation projects are either in planning or already underway. Examples include:

  • KITA Steinstraße: New construction with funding spread over several years.
  • KITA Moerser Straße: New construction with costs amounting to 7,099 TE.
  • KITA Theresenstraße and Germaniastraße: Both facilities are in the planning or construction phase.

In addition, the renovation of existing facilities is being advanced. For example, the renovation of the play area at Fuchsstraße is planned, including the renovation of the children's toilets and the evacuation route signage. These measures help ensure the long-term quality of childcare and improve child safety.

Parental Support and Prevention: Offers to Strengthen Families

In addition to infrastructure, parental support is another focus area. The "Duisburger Elternschule" (Duisburg Parents' School) has offered a wide range of parental education events since 2007. Topics such as parenting skills, conflict resolution, and the transition to school are central to these offerings.

A special project is "Bärenstark & Bärenschlau," which supports preschool children through physical activity, language promotion, and health promotion. Parent events complement the program and strengthen collaboration between parents and institutions.

In addition, the city cooperates with organizations such as the Evangelische Beratungsstelle (Evangelical Counseling Center) and the Caritasverband (Caritas Association) to support parents with educational or partnership issues. These counseling centers offer individual appointments, open office hours, and courses, particularly in family centers and Kitas.

Outlook: Digital Offers and Long-Term Planning

Another focus in Duisburg's Kita policy is digitalization. The development of an app for the youth office is planned, which will allow young people to make anonymous contact. Topics such as violence, bullying, or depression can be addressed more quickly in this way. QR codes in school toilets will make the app easily accessible.

In the long term, the special fund for the children and youth sector (SVK) will be integrated into the special fund for real estate Duisburg (SVI). This process, which will be completed by 01.01.2026, means that Kitas and other institutions will be included in a unified real estate management system. This is intended to increase efficiency and transparency in administration.

Conclusion

Duisburg's Kita policy in January 2026 shows a clear orientation toward flexibility, investments, and parental support. The city is not only investing in physical infrastructure but also in the social and digital support of families. These measures are necessary to meet the requirements of modern childcare conditions and to create a high-quality Kita landscape in the long term.
