In March 2026, Duisburg focused intensively on social affairs and housing policy. Numerous decisions and projects were made within the framework of the Advisory Board for People with Disabilities, childcare, and barrier-free infrastructure. Particularly notable are the advances in inclusion, the flexibilization of childcare hours in daycare centers, and the expansion of barrier-free public spaces.

Inclusion and Participation: The Advisory Board for People with Disabilities

The Advisory Board for People with Disabilities met publicly on March 23, 2026, to make important decisions for the municipal electoral period 2025–2030. One of the central tasks was the appointment and introduction of new members. A total of 18 members were appointed, with half proposed by the factions of the Committee for Work, Social Affairs, and Health, and the other half by AG-handicap.

Another key focus was the appointment of a secretary. Ms. Andrea Breemann was confirmed in this role to ensure communication and documentation within the advisory board. The discussions regarding the representation of the advisory board in the Municipal Health Conference and in the Conference on "Aging and Care" underlined the strategic role of the advisory board in social policy.

In addition, the Officer for Inclusion, Mr. Jordan, was tasked with preparing a comprehensive report on current challenges and progress in the city's inclusion policy.

Flexibilization of Childcare Hours in Duisburg's Daycare Centers

Another focal point was the flexibilization of childcare hours in Duisburg's daycare centers and childcare services. The city of Duisburg utilized the state funding for time-flexible offers and increased the state grant by 25% to a total of 1,046,000 €.

The funding covered childcare hours exceeding 47 hours per week, Saturday childcare, childcare before 7 a.m. and after 5 p.m., as well as supplementary childcare services. However, a significant staff shortage made the implementation of these flexibilizations difficult. Only 50 daycare centers offered more than 47 hours of childcare per week.

In addition, Duisburg contributed its own share of 209,200 € to secure the funding. The funds were distributed to the daycare centers according to a financing concept, with payments based on average staff costs (52 €/hour for qualified staff, 42 €/hour for supplementary staff).

Barrier-Free Infrastructure and Inclusive Facilities

In March 2026, Duisburg intensified its efforts to promote barrier-free infrastructure. The renovation of the "Kulturstraße" station with a central platform and a width of 1.90 meters was approved with a budget of 5.7 million €. The goal was to create passenger-friendly and barrier-free boarding conditions in accordance with the Passenger Transport Act (PBefG).

In addition, a barrier-free indoor playground at the Duisburg Zoo was planned. The building was to be equipped with wheelchair access, barrier-free restroom facilities, and tactile flooring. Inclusive play equipment and a guidance system for visually impaired people were the focus.

Another project was the redesign of the Ingenhammshof. A barrier-free playground with underpassable tables, heat protection, and wheelchair-accessible slides was planned. The Building Committee approved the plan after considering suggestions.

Outlook: Inclusion as a Central Urban Pulse

The decisions and projects of March 2026 show that Duisburg is actively committed to inclusive and barrier-free urban development. The Advisory Board for People with Disabilities plays a central role in strengthening participation and rights. At the same time, the flexibilization of childcare hours in daycare centers is a decisive step to meet the demands of a changing society.

In the coming months, it will be crucial to see whether these projects are sustainably implemented and whether sufficient resources are provided to further advance inclusive development.
