Bielefeld is intensifying its climate-friendly measures this year to achieve climate neutrality by 2045. The focus is on electrifying the fleet, restoring water bodies, and promoting citizen participation. In 2026, Bielefeld has made further progress in implementing its climate protection strategy. The environmental services company, which emitted 7,165.6 tons of CO2 equivalents in 2023, is pursuing climate neutrality by 2045. A central focus is the vehicle fleet, which includes 567 vehicles, 69 of which are already equipped with alternative drives. At the same time, water restoration projects and nature conservation initiatives are underway to strengthen biodiversity and mitigate climate change.

Electrification and Energy Strategy
The environmental services company has charted a clear path toward climate neutrality. With three scenarios for reducing greenhouse gas emissions – ranging from 40 to over 90 percent – the expansion of charging infrastructure and the gradual switch to battery-electric vehicles is being accelerated. In addition, HVO100 is being used as a pilot fuel to ease the transition to climate-friendly mobility. Charging infrastructure is being expanded at depots in the north, south, and Wiehagen to enable comprehensive electric mobility.
Wastewater treatment plants aim for energy neutrality by 2045, with combined heat and power plants already meeting 58 percent of the electricity demand in 2024. At the same time, a roadmap for the energy strategy is being developed, including energy audits.
Nature Conservation and Biodiversity
Bielefeld places great emphasis on the preservation of biodiversity. The Nature Conservation Advisory Board regularly advises on topics such as tree protection regulations, shrubland clearing, and micro-house settlements. A particular focus is on the landscape protection area "Ravensberger Hügelland" as well as the protection of wet meadows, seepage valleys, and cold air generation areas. The micro-house settlement north of Hollensiek/Niederdornberg is accompanied by an environmental compatibility assessment to consider ecological and social aspects.
Another highlight is the "Reiherbachaue Osthus" project, where renaturation work is planned but will be postponed for now due to PFAS content analyses. The cost of this measure is around 1.9 million euros, including planning costs of 102,000 euros. Construction is scheduled for the second half of 2027.
Citizen Participation and Climate Protection Initiatives
Participation and Education
Bielefeld actively promotes citizen participation in climate protection. The "Neues Klima im Quartier" and "Participatory Neighborhood Program" enable residents to engage locally in climate protection measures. In addition, young people participate in projects such as the Climate Energy Camp, where vertical planting elements and solar panels are built.
The Cleanup Day 2026, held on 07.03.2026, is another example of active citizen involvement. Bielefeld has also received the gold award "Stadtgrün naturnah," which recognizes ecological green space maintenance and interaction with citizens.
Energy Counseling and Support Programs
The "Your Energy Counseling 2025" program has carried out 384 consultations, with counselors compensated according to verifiable effort and a fixed hourly rate. On-site consultations cost a maximum of 135 euros including VAT, while consultations in municipal premises cost a maximum of 110 euros. These consultations help households improve energy efficiency.
Challenges and Open Issues
Delays in Wastewater Management
The implementation of the 2022 Wastewater Disposal Concept (ABK) is not always smooth. Of the 498 planned measures in 2025, 23 percent experienced delays, mainly due to planning changes (43 percent), external dependencies (30 percent), and construction measures (18 percent). Water restoration work and retention measures such as the Holzbachteich are still ongoing to cushion long-term climate impacts.
Criticism of the Tree Protection Ordinance
The debate on the 2024 Tree Protection Ordinance reflects the tensions between bureaucratic burden and ecological protection. Although the ordinance was rejected, there is agreement on the need for tree preservation. Criticism is voiced as the ordinance is perceived as too strict and bureaucratic. Nevertheless, the preservation of trees remains a central aspect of climate protection.
Outlook and Strategic Steps
Bielefeld has made significant steps toward climate neutrality this year. However, challenges such as delays in the ABK, optimizing energy efficiency in wastewater treatment plants, and improving citizen participation remain. The municipal heat planning, updating regulations, and expanding photovoltaics on municipal land are decisive strategic steps that Bielefeld must continue to pursue in the coming months.
With the 2026 Climate Conference and the competition "Grüne Kammerratsheide," the city shows that it is ready to develop innovative solutions – not only for the future of Bielefeld, but also as a model for other municipalities.
