Youth policy in Bielefeld was active on multiple levels in the second quarter of 2026, from structural decisions about youth counseling to concrete projects and the planning of new childcare facilities. At the same time, youth political initiatives such as the KiJuRat and the Participation Fund were in the spotlight. This blog post highlights the most important decisions, debates, and developments.

Decisions on BieBUZ and Youth Counseling

In May 2026, a central decision regarding the Bielefelder Beratungs- und Unterstützungszentrum (BieBUZ) was made. The BieBUZ, which supports young people with everyday life issues, was discontinued immediately. The staff positions were reallocated to other areas of the administration. This step followed decisions made in the School and Sports Committee, with critics pointing out potential impacts on the psychosocial support of young people.

Already in April 2026, the CDU/SPD coalition had submitted a motion for the introduction of BieBUZ (Document Number: 0869/2025-2030), which served as a preparation for the later decision. The Youth Welfare Committee met on March 25, 2026, to discuss the future of the center – a process that is now concluded with the discontinuation.

New Childcare Facility in Heepen: Planning and Funding

Another important topic was the planning of a new childcare facility in Heepen on Bentruperheider Weg. Five providers submitted applications for the tender, including Christliche Kitas Bielefeld e.V., DRK, educcare, Step Kids, and one unnamed provider. Childcare funding is based on the North Rhine-Westphalia Childcare Act (KiBiz), with municipal funding needing to be discussed again from 2027.

Four out of five applicants require municipal subsidies to cover the legal contribution from the provider. For example, Christliche Kitas Bielefeld is requesting 100% funding of 3.4%, while Step Kids only contributes 5.8%. The decision on the provider lies with the Youth Welfare Committee, and the facility is planned to open in the kindergarten year 2027/2028.

KiJuRat and Participation Fund: Youth as Actors

In May and June 2026, the structures of youth participation were also in focus. The KiJuRat, Bielefeld's Children's and Youth Council, held two meetings: one on May 28 and another on June 9, 2026. 48 candidates for the 2026 KiJuRat election were approved, and election materials were sent by mail to voters.

In addition, it was decided that the KiJuRat would be allowed to occupy one seat in the allocation committee of the Participation Fund starting in the autumn of 2026. The fund supports projects that enable social participation, strengthen democratic cooperation, and combat discrimination. This step demonstrates how Bielefeld actively involves young people in political decision-making processes.

Youth Unemployment and Vocational Training: Challenges Remain

Youth unemployment remained a central topic. In September 2025, 1,527 unemployed young people were registered in Bielefeld. Young women increased by 5.8% to 696, while young men decreased by 1.9% to 831. Young people without completed vocational training are particularly affected. At the same time, the gap between job seekers and available positions deepened: 153 applicants per 100 positions.

The Youth Vocational Agency therefore plans events for career orientation and works closely with Bielefeld University. The goal is to optimize the transition from school to work and to provide gender-sensitive counseling. In parallel, the city is dealing with issues of career information and orientation to open up better prospects for young people.

Outlook: Decisions and Projects in Autumn 2026

The coming months will be crucial for the development of youth policy in Bielefeld. The election of the new KiJuRat, the decision on the provider for the daycare facility in Heepen, and the reappointment of the committee for the Participation Fund are important milestones. In addition, the KiJuRat will be actively involved in the allocation process of the Participation Fund starting in autumn 2026.

The challenges in the area of youth unemployment and vocational training remain, but further initiatives are also in the planning phase. Bielefeld shows that youth policy is not only based on support and participation, but must also actively contribute to shaping the future.
