Bielefeld's urban development priorities in April 2026 are particularly reflected in the planning of zoning plan 71.1 in the district of Senne. The project "Housing north of Gustavstraße and west of Vormbrockstraße" provides for the creation of 82 housing units, including at least 33% (27 units) of subsidized social rental housing. The total gross floor area amounts to 9,600 m², of which 2,400 m² are publicly funded.
The zoning plan is part of the densification and replacement construction of a heavily aged neighborhood. Special attention was given to climate protection and sustainability in the planning: roof greening, water- and air-permeable surfacing for parking spaces, and the preservation of existing trees have been established.
The planning was conducted in an accelerated procedure according to § 13a of the German Building Code (BauGB). Public display and online publication ensured transparency. The investor bears the costs for planning and expert reports, thus relieving the municipal budget. Construction is planned to begin in the second half of 2027.
Climate Protection and Sustainability in Urban Development
Climate neutrality is a central goal of Bielefeld's city planning. In April 2026, specific measures were integrated into zoning plan 71.1. The installation of photovoltaic systems in accordance with § 42a of the NRW Building Ordinance (BauO NRW) is mandatory. The solar potential of the planning area is good according to the solar atlas.
In addition, extensive roof greening is required for flat roofs, with at least 50% of the roof area to be greened. Above-ground parking spaces are to be planted with native deciduous trees, and greened carports are planned.
In the area of stormwater management, infiltration is stipulated in the eastern part and stormwater retention in the western part. The surfacing is water- and air-permeable, contributing to the reduction of surface runoff.
Traffic Calming and Mobility Concepts
Traffic calming in the Senne district is another focus. In April 2026, it was decided to redesign Regattaweg into a play street. In addition, measures for road safety on school routes in Senne were examined, including 30 km/h zones and speed displays.
Another project is the assessment of a two-way cycle path along Osningstraße. Within the mobility concepts for the western part of Bielefeld, school route safety and traffic calming measures are also planned.
Public Spaces and Green Areas
The renaturation of the Reiherbach lowland (Ökokonto Osthus) is another central project that was decided in April 2026. With costs of approximately 1.9 million euros from the investment plan 2026–2027, habitats for endangered species are to be created.
The plan includes the creation of meadow and mowing areas, marshes, dune structures, and the meandering course of the Kreidebach stream. As part of the renaturation, footpaths and cycle paths along Karl-Triebold-Straße are also planned.
In addition, it was decided to realize a barbecue area on the festival meadow in Senne by trainees of the environmental services department. The table tennis table at the forest bath will be relocated.
