Bielefeld is following a clear course in urban development: Sustainability, inclusion, and modern infrastructure are central themes that became particularly evident in the meetings and decisions of February 2026. A number of projects were approved that go beyond mere construction and aim at the future viability of the city – especially in education, traffic safety, and neighborhood development.

School Construction: Investment in Bielefeld's Future

School renovation and new construction are central issues in Bielefeld, promoting both educational quality and sustainability. With the planned new Brüder-Grimm Primary School in Sennestadt, the city is sending a clear signal: The new three-track school will not only be barrier-free and inclusive but also built sustainably – using geothermal energy, photovoltaics, and hybrid timber construction. The goal is a BNB certification, significantly improving the environmental footprint.

Bau applications are also underway at other primary schools such as Vilsendorf, Theesen, Oldentrup, and Buschkamp, with the SPD council faction urging the city to push the projects further into the planning phase in order to benefit from funding opportunities such as the "Sportmilliarde." Another highlight is the expansion of the after-school program (OGS) at the Brake Primary School, which not only creates additional spaces for the Open After-School Program but also includes a modern canteen and a fresh-cook kitchen.

These projects show that Bielefeld is not only investing in infrastructure but also considering the future viability and well-being of its students.

Traffic Safety and Mobility: 30 km/h Speed Limits, Bike Lanes, and More

In the area of mobility, Bielefeld is focusing on greater safety and a sustainable traffic concept. The introduction of 30 km/h speed limits in Theesen was approved by a large majority – a step that promotes noise protection, air quality, and traffic safety. In addition, Köckerwald Street will be officially designated as a bike route, and safety measures at several points will optimize cycling.

Another project is the underground bicycle parking facility at the main train station, funded by BALM and EFRE. Although the completion has been delayed by 1.5 years, the city is committed to finishing the construction by September 2026. This project is not only a boon for traffic safety but also contributes to reducing through traffic in the city center.

Neighborhood Development: From Jöllenbeck to Heepen

Neighborhood development is another central focus in Bielefeld. With Building Plan 47.1 in Theesen, a new residential area with 47–57 housing units is being planned, including both single-family and multi-family homes. The aim is to create a colorful mix of housing types that meets social and ecological requirements.

In Jöllenbeck, the solar park Im Bargfelde is planned, which not only produces energy but also contributes to local supply. In addition, a multi-generational house is being developed in the Oberlohmannshof neighborhood center, strengthening community work and senior support.

In Heepen, neighborhood developments are also progressing: With the INSEK project "New Center", a water playground is being created, made possible through funding. In addition, a kindergarten construction project at Potsdamer Straße 75 is planned, addressing the growing demand for childcare and strengthening local supply.

Funding and Grants: Key to Implementation

Funding is a central aspect of implementing the projects. The Real Estate Service Company (ISB) generated a surplus of 5.73 million euros in 2024, which is being invested in special reserves and strategic land purchases. In addition, the 2026 economic plan has approved cash credit facilities up to 50 million euros, enabling the implementation of major projects.

Applying for grants is also a decisive factor for success. The renovation of the Benzstraße sports hall will be funded through the federal program "Renovation of Municipal Sports Facilities," and in the case of the underground bicycle parking, a non-renewal of the project period could result in a repayment of 12.468 million euros. These risks show how important it is to plan grant applications early and precisely.

Outlook: A City in Transition

Bielefeld is moving toward a sustainable, inclusive, and modern urban development. The projects of February 2026 show that the city is not only reacting to the present but also actively planning for the future. Whether school construction, neighborhood development, or traffic safety – the city is striving for a balance between infrastructure, environment, and social cohesion.
