The kindergarten at Bentruperheider Weg will have four groups starting in the kindergarten year 2027/2028 and will be operated by the "Christliche Kitas Bielefeld e.V." The project is part of the city's KiBiz funding, which also secures the financing of staff positions.

The pedagogical concept of this new kindergarten is particularly noteworthy: Inclusion, participation, and individual support are central. Religious education based on an evangelical foundation is firmly integrated, which often sparks controversy in the city's discussions about religious neutrality and diversity. At the same time, a strong care structure with 25–45 hours per week, an in-house kitchen, and a nature-friendly outdoor area is provided.

The selection of the operator through a competition with several applicants underlines the city's strategic planning. The "Christliche Kitas" won with a share of 3.4 % and a clear educational orientation. Yet the question remains: To what extent is the city willing to accept religious profiles in state-funded institutions?

Digitization and Staff Development: Future Fields of Youth Policy

Another focus in Bielefeld's youth policy is digitization. In kindergartens, a digital booking system for care hours has been introduced, allowing parents to flexibly and transparently participate in planning. At the same time, the documentation of educational work is increasingly being digitized – from morning circles through learning activities to development discussions.

Staff development also shows Bielefeld is on the move. With a personnel budget based on TVöD SuE and a focus on training and coaching, the city is focusing on quality and stability. The turnover rate is at 20.3 %, which is still acceptable for the educational field, but long-term adjustments are required. Recruitment campaigns, benefits portfolios, and onboarding models are part of the strategy to attract and retain professionals.
