Daycare Landscape: Adapting to Demographic Developments
The provision of daycare places in Bielefeld has experienced significant fluctuations in recent years. After an increase in the number of children until 2022 and a subsequent decline until 2025, a relaxation in daycare provision is now evident. The city is now planning to respond to the changed demand. In districts such as Gadderbaum, Brackwede, and Schildesche, where supply ratios already exceed the target, measures such as reducing group sizes, lowering group capacities, and closing outdated daycare centers are being implemented.
To ensure quality and compliance with legal requirements, an expression of interest procedure has also been decided for the selection of providers for childcare facilities. The district councils are to pay particular attention to criteria such as provider quality, site suitability, and compliance with quality standards.
Primary School Registration 2026/2027: Challenges and Distribution
The registration numbers for the school year 2026/2027 show that the intake capacities of municipal primary schools are tight. By 18 November 2025, 3,161 of a total of 3,340 school entrants had been registered. At 18 primary schools, registration numbers exceed intake capacities, resulting in rejections. Overall, 155 entry classes are planned, with an average class size of 23.15 pupils per class aimed for.
In socially burdened areas, a limit of a maximum of 25 to 26 pupils per class applies. In some cases, children from the local school catchment area also have to be rejected and advised accordingly. The city plans to send out rejection and acceptance notices following the decisions.
School Safety and Neighborhood Social Work
School safety, particularly in the district of Gadderbaum, is another central issue. In a press release from the NW on 19 December 2025, two incidents in the area of Gadderbaum schools were mentioned, in which "parent taxis" were involved. The city administration is being asked whether initial findings on the reduction of "parent taxis" on the school street in front of the Martinschule are available.
In addition, neighborhood social work in Gadderbaum is an important instrument for supporting families in the district. Neighborhood social worker Eva Maria Köhler and district manager Susanne Killguss are engaged in issues such as care, dementia, poverty, and loneliness. They also wish for stronger inclusion in the district's political topics. In the context of organizing the 2026 annual reception of the Gadderbaum district council, a working group was also formed to coordinate the planning.
