The Education and Social Committee, as well as the City Council, discussed topics such as civil protection, kindergarten needs planning, sports field development, and the use of public halls. Introduction of Lessons on Civil Protection

A central discussion point was the introduction of lessons on the topic of "civil protection" at the city's schools. The proposal from the CDU faction, submitted in January 2026, led to a broad debate in the Education and Social Committee. The goal of the initiative is to inform children and young people in a school setting about disaster protection and emergency management.

The project is supported by the Federal Agency for Civil Protection and Disaster Relief (BBK), which provides teaching materials, educational films, and course projects free of charge. Although the units are voluntary, it was unanimously decided to include them in the city's educational program.

Kindergarten Needs Planning and Expansion Potential

The city is starting with a clear overview: there are available spots for children aged three to six in several districts, including Hohn, Kalkar, and Schönau. For children under two and three years old, available spots are available in Houverath, Iversheim, and Mahlberg.

In addition, an extension to the kindergarten in Houverath is being examined to meet the increasing demand. The Catholic kindergartens in Bad Münstereifel and Arloff, as well as the "Magische 12," currently have available spots, with the latter currently having a waiting list. The city also plans to use container facilities for kindergartens for up to two years, with the possibility of extension if needed.

Sports Facilities Development and Controversy Over Artificial Turf

Critics argued that an artificial turf field is not a sustainable solution and would burden the municipal budget. The floodlighting and fencing are part of the planning to ensure the facility is safe and usable.

Future of the Effelsberg Kindergarten and Playground Sponsorships

The kindergarten in Effelsberg will be closed in the summer of 2026. A playground sponsorship is being sought for the existing playground to ensure it continues to be used and maintained. According to the council decision, a playground should be preserved if more than 25 children live in the surrounding area and a sponsorship is taken on. In addition, it is planned to expand the playground with gates or new play equipment to attract schoolchildren.
