In April 2026, the municipality of Weyhe adopted important measures in the areas of environment and climate. The city is focusing on an interconnected landscape planning approach, the protection of rare animal and plant species, and the expansion of flood protection. At the same time, wind energy projects are being critically reviewed to avoid potential conflicts with nature conservation areas.
Biodiversity and Nature Conservation: The Beaver as an Indicator for the Protection of Floodplains
The European beaver has established itself in several water bodies in Weyhe, such as the Wieltsee, Korbinsel, Kirchweyhe See, and Mühlenbach. These observations show that the floodplain structures in Weyhe remain livable – good news for biodiversity. At the same time, a habitat network is being pursued, particularly through the development of forest connectivity axes. The aim is to ensure the European beaver, as well as other species such as migratory and breeding birds and bats, in the long term.
A central aspect is the protection of the EU Bird Protection Area "Weseraue," which is closely linked to the areas in Weyhe. The city of Weyhe will actively participate in the planned protection regulation to take into account the interactions between nature conservation and landscape planning. The effects of wind turbines on bat species are also being examined.

The new development of the landscape plan is a central project in April. With a Strategic Environmental Assessment (SEA) and consideration of comments from the administrative consultation process, the plan will be comprehensively revised. Species protection measures play a major role: plans include the extensification of grassland areas and the development of softwood floodplain forests and reed beds.
In addition, interactions with the EU Bird Protection Area "Weseraue" are taken into account, and compensation areas from Bremen are integrated into the plan. The goal is to create connected open and forest habitats to ensure long-term biodiversity in Weyhe.
Flood Protection and Water Protection: Coordination with Regional Requirements
There are also concrete measures in the field of flood protection. The planning for the Ochtum Upper Course and the Middle Weser must meet the requirements of the EU Water Framework Directive and the Water Resources Act. Although no studies on the impact of the Korbinsel development on flood discharge are available, the city of Weyhe supports revitalization measures for water bodies.
In addition, the requirements of the Cross-Border Regional Planning Guideline 2021 must be observed. The safety of water bodies and the preservation of their ecological condition remain central topics. Revitalization measures are promoted to strengthen the ecological value of water bodies.
Climate Protection and Sustainability: Integration into Urban Planning
In April 2026, climate protection will also be more strongly integrated into urban planning. The planning is based on the Lower Saxony Climate Protection Act (NKlimaG) and takes into account measures for climate adaptation. For example, interventions in natural landscapes will be offset by external compensation areas.
In addition, measures for surface water drainage and groundwater relief are part of the planning. In large parts of the planning area, infiltration is not possible due to the high groundwater level. Instead, decentralized retention through basins and ditches is proposed. Compliance with the water management regulations remains mandatory for every construction project.
