Governance and Digitalization in Weyhe: How the Municipality is Reorganizing Itself

The municipality of Weyhe has clearly moved towards modern governance and digitalization in March 2026. During an intensive session of the Council, not only were political structures revised, but progress in the digitalization of administration and the implementation of inclusive policies were also advanced. These changes reflect the desire to position Weyhe as a competent, transparent, and citizen-oriented municipality.

Digital Transformation in Administration: From AI to Child Allowance

Digitalization of administration is a central field of action in Weyhe. With over 111 digital services available on the OpenRathaus portal, the municipality is already well advanced. Particularly noteworthy is the introduction of the ElterngeldDigital process, which has been in live operation since April 2025. By mid-February 2026, 295 applications had already been processed, of which 2 were fully and 61 partially handled digitally. This shows that Weyhe not only launches pilot projects but also implements sustainable digital solutions.

Another milestone was the introduction of the AI Service Directive on 01.03.2026. This regulation creates a legally secure framework for the use of artificial intelligence in administration. Crucially, decisions remain under human responsibility. In addition, mandatory AI training for all employees was introduced via a digital learning platform. Management participated in an AI Kickoff event, underlining the importance of the technology in administration.

Weyhe is also part of the Lower Saxony AI pilot group, meaning the municipality does not act in isolation but develops and exchanges innovations within a network of other municipalities. The goal is to develop productive solutions by Q3 2026 that can also be applied beyond Weyhe.

Governance Structure: Faction Reorganization and Committee Reassignment

March also brought fundamental changes to the political structure of the municipality. The reformation of the faction WWG – Weyher Wähler Gemeinschaft (Weyhe Voters' Community), consisting of former FDP and independent council members, led to a new distribution of seats in the committees. Due to the new faction strengths, a reassignment of all committees was carried out, reflecting the current strength of the factions.

The Administration Committee, the Committee for Financial Planning and General Administration, and the Committee for Schools, Daycare Centers, and Youth were reappointed using the d’Hondt method. The SPD retains a majority in the key committees, emphasizing that the new structure does not lead to political stagnation but, on the contrary, ensures functional governance.

Another key element is the establishment of basic mandates for smaller factions that receive no more than three seats. These mandates grant advisory voices, ensuring that even smaller groups are included in the decision-making process. This is a step toward a more inclusive and transparent governance.

Inclusion and Citizen Participation: From Strategy to Implementation

Another central theme in March 2026 was the strengthening of inclusion. The SPD faction submitted a proposal aimed at implementing the UN Convention on the Rights of Persons with Disabilities. Measures such as the InklusivKompass, an inclusion strategy, and barrier-free access are to be implemented in the coming years. The initiative was jointly developed with the Council for Persons with Disabilities and the Jusos Weyhe and follows the motto "Nothing about us without us," which underlines the municipality's participation efforts.

In addition, the SPD faction requested the introduction of a citizen budget, which would enable citizens to submit and accompany projects directly. This is another step toward a participatory administration that promotes not only political but also socially sustainable decisions.

Outlook: From Structure to Transformation

The events of March 2026 show that Weyhe is actively developing not only in governance but also in digitalization. The combination of technological progress, inclusive policy, and transparent structure lays the foundation for a municipality prepared for the future. Although challenges such as the expansion of fiber optic networks or the establishment of a children and youth parliament remain, the municipality is moving along a clear course.
