The city of Uslar has been intensively examining the future of its daycare centers (KiTas) over the past few months. In March 2026, three central topics dominated the agenda: the extension of core childcare hours, the expansion of the Ev.-luth. KiTa Schönhagen, and the adaptation of childcare offerings. These topics highlight the delicate balance between rising childcare demand, limited resources, and long-term planning.
Extension of Core Childcare Hours – Demand Over Standardization
The discussion on core childcare hours in Uslar's daycare centers showed that the city is opting for a differentiated childcare structure. While the current regulation stipulates that off-peak hours (e.g., 7:30 – 8:00 a.m.) may only be offered if at least seven children are enrolled, it is now being examined whether a more individualized approach per daycare might be more sensible.
In some facilities, the early morning hours are particularly in demand. A motion that rejected the standardized integration of off-peak hours was rejected. Instead, the existing regulation remains in place, with a recommendation for an annual assessment of demand. This allows for a flexible adaptation to local conditions and ensures that resources are not overly strained.
KiTa Schönhagen: Container Construction as a Compromise
The expansion of the Ev.-luth. KiTa Schönhagen is another central topic. The proposer pointed out that the budget situation is strained and that a postponement of the project should be considered. A potential solution is the use of container construction, which could be both flexible and cost-effective.
The decision-making process was not without tensions. Mayor Bauer emphasized the higher costs and the need for structural inspections, while Ms. Heuer stressed the urgent need for additional space. In the end, the examination of container construction was unanimously approved with 9 votes in favor. The goal is to create a long-term surplus of daycare places and to offer parents reliable perspectives.
Adaptation of Childcare Offerings: Group Restructuring and Staff Planning
Another focus was the adaptation of childcare offerings. The DRK-KiTa Volpriehausen will establish an age-integrated group with 15 children, which will be closed again in 2027. This change will result in personnel savings of approximately 43,000 euros starting with the kindergarten year 2027/2028. At the same time, the number of places in the Ü3 group at DRK-KiTa Sollingbande will be increased from 20 to 25.
These adjustments show how the city of Uslar is trying to ensure a stable childcare structure with limited resources. At the same time, quality is being maintained, for example through investments in ventilation technology and new seating solutions in the canteens of primary schools. The renovation of heating and façade systems is also a priority to avoid long-term costs.
Outlook: Stable Funding and Investments in the Future
The debates and decisions in Uslar show that education and childcare play a central role even in smaller cities. With the examination of container construction, the adaptation of childcare hours, and the restructuring of groups, Uslar is pursuing a long-term and flexible planning approach. At the same time, funding remains a sensitive issue—not least because Uslar is a deficit provider for daycare centers and bears the costs itself.
In the coming months, it will be crucial to see whether the planned measures can be implemented and how the budget situation develops. The city of Uslar has shown through its Education Committee that it is ready to invest in the future—even though the path there can sometimes be complex and controversial.
