The Cultural and Social Committee met on March 10, 2026, to discuss several important issues that touch on both cultural and social aspects. Adjustment of Archive Fees: A Step Toward Transparency
One of the central topics of the meeting was the First Amendment to the Regulation on Fees for the City Archive. The current fees, which had remained unchanged since 2029, were considered too low to meet financial requirements. A survey of 11 city archives revealed that average fees in other cities are significantly higher.
The amendment aims to make the fee structure more transparent and competitive. The new draft was presented in the committee, and it is planned to discuss the regulation in the Administrative Committee and the City Council in the coming weeks. Critics fear that higher fees might make access to historical documents more difficult. However, the city emphasizes that its priority is the protection of archive holdings and sustainable financing.
Youth Work: Rethinking Support
Another key focus was the New Version of the Guidelines for the Support of Youth Work. The new regulation, among other things, reduces the required number of members in the Uslar City Youth Council e.V. from seven to five. This is intended to make it easier for smaller youth groups to integrate into the structures.
In addition, subsidies for construction projects were removed from the guidelines. The city explains this decision by pointing out that most localities already have sufficient funding. Likewise, the support for the creation of youth spaces has been suspended, as it is considered an outdated measure. Instead, the new guidelines emphasize flexible and needs-based support.
Children's and Youth Fire Brigades: New Rules
There were also significant changes in the New Version of the Guidelines for the Support of Children's and Youth Fire Brigades. From now on, children's fire brigades can submit an application for inclusion in the City Youth Council – a measure intended to promote exchange between different youth groups.
The required number of members for a youth fire brigade is reduced from seven to five to make the founding process easier. In addition, a catering allowance will be paid for children's fire brigades at district children's fire brigade competitions, making participation more attractive.
Social Inclusion Remains a Topic
Alongside structural changes, the work of the Coordinator for People with Disabilities was also in focus. In the meeting, the activity report was presented, which among other things addresses the implementation of inclusive projects in the region. There is critical observation regarding whether the planned measures will be sufficiently funded and implemented.
