February 2026 brought important decisions in the areas of climate protection, school development, sports promotion, and economic relations in Rosengarten. Here is an overview of the key developments of the month.

Climate, Education, and Economy – Rosengarten in Transition

What was important this month

  • The 2026/2027 budget was unanimously or with a large majority approved in several committees. Special attention was given to investments in climate protection, school development, and sports facilities.
  • In the direction of climate neutrality by 2040, Rosengarten is implementing a comprehensive energy management system and planning an emissions report for the combined heat and power plant.

Climate Protection and Energy: On the Path to Carbon Neutrality

The Committee for Environment, Transport, and Recreation has made key decisions toward climate neutrality by 2040. Using the software INM-Management, Rosengarten will digitally manage its municipal energy management in the future. The Energy Report 2024 shows that the municipality is already on a good path.

Another focus was the planning of an emissions report for the combined heat and power plant in conjunction with the biogas plant on Darschweg. This report will be integrated into the land use planning process and will ensure that environmental concerns are considered in construction projects.

In addition, investments of €1,541,000 were approved for a cold district heating network at Luhedeich, and €616,000 in funding from the Federal Office for Economic Affairs and Export Control (BAFA) was also approved. These measures directly contribute to reducing greenhouse gases and improving energy efficiency.

Education and School Development: Investments in the Future

The Committee for Childcare, Schools, Education, and Culture has presented concrete school development plans. The Primary School Nenndorf will be renovated in summer 2026, the Primary School Klecken will start a public-private partnership (PPP) procedure at the end of February 2026, and the Primary School Vahrendorf plans to build a new canteen from 2027, with operations beginning in 2028/2029.

The IT infrastructure of the schools is covered via the district network in accordance with the IT@school concept. In addition, a surplus of €540,100 was projected for 2026 and €586,000 for 2027 in the budget, providing room for further investments.

The integration groups in the daycare centers remain currently limited to two groups, with the situation at the DRK-Kita still uncertain. An alternative is being sought to ensure continued inclusive childcare.

Economic Relations: Strengthening SME Support

The Committee for Economy, Finance, and Industry has unanimously approved the SME support program for the years 2026–2033. The budget was raised from €30,000 to €40,000, and the support amounts have increased: 15% (previously 10%) in Column I and 7.5% (previously 5%) in Column II. In Column III, 30% / 15% funding is now possible.

In addition, it was decided to not use any interest-free years for loans and to aim for €60,000 in annual earnings improvements. The budget line for the vault bridge was rejected, due to critical evaluation of the investment.

Sports and Youth: New Impulses for Movement and Participation

The Youth, Social, and Sports Committee has taken decisive steps toward sports promotion and youth participation. In the years 2026 and 2027, four AED devices with WLAN modules are planned to be acquired and replaced each year. The administration will commission a report on the conversion of the forest bath into a natural bath, which will be submitted to the Administration Committee for a decision on budget funds in 2027.

In addition, youth participation will be supported by the company TEMP-Projekte. A lecture on April 9, 2026, and a youth forum on June 13, 2026, are planned. The new sports coordinator Magnus Muffert will also organize an intercultural sports day involving refugees.

Overview: Rosengarten in the Process of Transformation

February 2026 shows that Rosengarten is actively responding to several future-relevant topics: climate protection, education, economic relations, and youth participation are in focus. While investments in climate protection and energy efficiency will have long-term effects, the school development plans and SME support are already associated with concrete measures. Sports promotion and youth participation are receiving new impulses, which also have a significant social integration significance.

The decisions made in the committees reflect a wide range of infrastructure investments, support for education and the economy, and environmental responsibility. Rosengarten is clearly moving toward a sustainable, inclusive, and efficient municipality.

In March 2026, we can look forward to further budget decisions and construction projects. Particularly exciting will be the start of the school development projects and the implementation of the SME support program. In addition, the sports coordinator Magnus Muffert will begin his work, and youth participation will become more visible in the public.

Rosengarten proves that a municipality can consistently plan, invest, and build even in turbulent times – with a focus on sustainability, education, and social inclusion.
