With a variety of resolutions, appointments, and reforms, the path was set for a continuous, transparent, and financially stable municipal administration up to 2030. Budget 2026/2027: Security and Investments

Budget planning is a central pillar for any municipality. In Rosengarten, the 2026/2027 budget was adopted with a strong focus on investments and financial stability. Regular revenues for 2026 amounted to 30.46 million euros, while regular expenditures were 33.22 million euros – a deficit that will be cushioned through investments and financial budgeting.

The municipality plans investments of 13.67 million euros for 2026, with a particular focus on infrastructure measures, such as those in the fire brigade, schools, and road construction. Particularly notable is the increase in the SME co-funding to 40,000 euros annually, signaling a strong commitment to the local economy. In addition, it was decided to invest in photovoltaic systems on public buildings, with the municipality allocating 1,300 euros for the purchase of cooperative shares.

Administrative Structure and Staff Planning: Stability through Clear Frameworks

Another focus of the March session was staff planning and the organization of the administration. The staffing plan for 2026/2027 was adopted in line with the recommendations of the administrative committee. The municipality plans to increase staff, particularly in full-day school supervision and the maintenance yard organization, and relies on the collective labor agreement for the public sector (TVöD) to ensure fair working conditions.

In addition, new functions such as the establishment of a position for climate protection administration were decided, indicating a growing awareness of sustainability and climate protection. It is also important to note that the municipality is paying attention to the long-term stability of its administration: by setting tax rates for property tax (415%) and business tax (420%) for 2027, financial planning certainty is created.

Investment Plan 2026: From Fire Station to School Construction

The 2026 investment plan is another central instrument to secure the future of the municipality. With an investment volume of 13.67 million euros for 2026 and further 13.51 million euros for 2027, Rosengarten shows ambitions in infrastructure development. Particularly noteworthy are:

  • The construction of a new fire station in Ehestorf, a project with long-term benefits for safety and fire protection.
  • Investments in the elementary schools of Nenndorf, Klecken, and Vahrendorf, aiming at better equipment and structural safety.
  • The renovation of street lighting and the installation of new bus shelters, contributing to improved mobility and quality of life.

These measures underscore Rosengarten's focus on a modern, livable municipality with good infrastructure and long-term planning certainty.

Governance: Transparent Decision-Making Structures and Citizen Participation

The March session was also characterized by a clear orientation towards transparency and citizen participation. The public question hour, the appointment of committee members, and the involvement of the council in decision-making processes show that the municipality of Rosengarten values a democratic and citizen-oriented administration.

An example of this is the establishment of a Committee for Childcare, School, Education, and Culture, into which Jasmin Diallo (DRK) and Saskia Schiller (AWO) were appointed. This structure enables targeted and expert support for important topics in municipal life.

In addition, appointments were made in the volunteer fire department, including the appointment of Ole-Alexander Swars as deputy station manager and the award of the honorary title "Ehrenortsbrandmeister" to Michael Küsters after 20 years of service.
