Economic Challenges and Developments in Lüneburg – April 2026

In April 2026, Lüneburg focused on key economic issues: from the review of the port's balance sheet to the theater's economic plan and investment strategies. An overview of the steps taken and the challenges ahead.

Economic Impulses and Structural Development in Lüneburg

The Hanseatic city of Lüneburg addressed several central economic issues in April 2026. From the review of the port's balance sheet to the future of the theater and investment plans for municipal enterprises, the decisions show how the city aims to stabilize and further develop its economic foundation.

Lüneburg Port: Balance Sheet and Perspectives

Lüneburg Port GmbH remained slightly in the black in 2025: With a profit of €3,766.02 and a total balance sheet of over €4.6 million, the company remains stable, even though freight turnover dropped by eight percent compared to the previous year.

Declines in rail and land freight were partially offset by increased ship freight. The annual financial statement was certified with an unqualified assurance by the auditing firm Göken, Pollak and Partner, highlighting the transparency and reliability of the financial planning.

In addition, the city has decided to carry forward the profit to a new account and to grant relief to the managing director and supervisory board. Investment plans for 2026 include the renovation of the operational building and the construction of a new wash area – investments intended to increase efficiency and safety in the long term.

Lüneburg Theater: Deficits and Political Dependencies

Lüneburg Theater GmbH is facing an economic challenge: The business plan for 2026/2027 shows a deficit of €1.355 million. The causes are not only rising personnel costs, but also insufficient funding from the state budget.

The medium-term financial planning up to 2030/31 shows that the underfunding could worsen in the coming years – from €1.355 million in 2026/27 to €1.861 million in 2030/31. Without political support and additional funds from the state budget, stabilizing the financial situation will hardly be possible. Although the theater generates part of its funds through subsidies, subscriptions, and guest performances, structural underfunding remains a central problem.

The city's shareholder representatives approved the business plan and financial planning, but it remains to be seen whether the financial deficits can be compensated by political decisions.

SALVA Lüneburg: Appointment of Auditors and Shareholding Strategy

In another focus area, Lüneburg revised the appointment of auditors for SALVA Lüneburg GmbH. The administrative committee revoked a previous decision and approved the appointment of Dierkes Lüneburg GmbH as the auditing company. This change was made due to procedural problems with the originally planned audit by ETL WRG.

The decision illustrates the complexity of municipal shareholdings and the need to find flexible and timely solutions. The city's shareholder representatives have given clear instructions for the shareholders' meeting, increasing transparency and planning security.

Outlook: Stability as a Goal

Overall, Lüneburg is aiming for a stable economic foundation: A positive result is sought for the port, transparency and efficiency are emphasized for SALVA, and hope is placed in political support for the theater. The investment plans and medium-term financial strategies show that the city is ready to invest in its economic future – even though the challenges are considerable.

The coming months will show whether the plans can be implemented in practice and whether Lüneburg can maintain its economic position in the competition among cities and regions.
