Realignment of Sports Promotion: What Has Changed?
On March 9, 2026, the Committee for Sports, Bathing Facilities, and Event Management approved the revised Principles of Sports Promotion in the Capital City of Lower Saxony, Hanover. These regulations will take effect on November 1, 2025, and serve as the basis for financial and non-financial support for sports clubs, associations, and individual athletes.
A central point is the equal treatment of the sub-district of the Association of Hanoverian Shooting Clubs with other sports clubs. This integrates shooting sports more strongly into the general support model. Additionally, the self-contribution rate for participation fees has increased—from 15 to 20 euros per hour. Cup final matches are now given the same status as German championships, which is a significant relief for amateur and mass sports clubs.
Flood Risks: What Does This Mean for Sports Clubs?
Another important topic on the agenda was the inquiry into the impact of flood-prone areas on sports clubs and facilities. It is already known that clubs such as Sportfreunde Ricklingen or Hannover 96 are located in such areas, which brings structural and financial challenges.
The administration will assess by May 2026 which clubs are specifically affected and what solutions—such as legal exemptions or financial support—may be considered. At the same time, additional costs arising from flood protection measures will be investigated. The goal is to develop long-term strategies to ensure the preservation of sports facilities in these risk areas.
Investment in the Future: The Family Sports Center of the Turn-Klub
Another highlight was the approval of a grant for the Turn-Klub zu Hannover (TKH) for the Family Sports Center. Up to 2.4 million euros will be distributed over three years—1 million euros in 2026, 1 million euros in 2027, and 400,000 euros in 2028. The project, which now has a total construction cost of 14 million euros, includes a gymnastics hall, a children's gymnastics area, multifunctional rooms, and a club area.
The funding underscores the importance of sports for education, youth, and families. In addition, the project has model character and could serve as a template for similar projects in the region in the future. However, the approval is subject to the 2027/2028 budget planning.
What Does This Mean for the Future of Sports in Hanover?
The current decisions show that Hanover sees sport not only as a leisure activity but as a central component of urban development. The new sports promotion strategy strengthens both mass and elite sports, promotes cooperation between clubs, and establishes clear criteria for grants. At the same time, the city will need to respond sensitively to challenges such as climate change and flood risks.
The investment in the Turn-Klub's Family Sports Center is another step toward strengthening sports opportunities for families and children. In addition, the exchange of sports with partner cities and the integration of migrant communities into sports will continue to be promoted.
In the next phase, it will depend on how the flood risk assessment proceeds and whether additional financial or planning measures are necessary. With these decisions, the city has already set a clear direction: sports in Hanover will be promoted in a future-oriented, inclusive, and sustainable manner.
