In March 2026, the state capital Schwerin was actively engaged in various youth policy issues. The Youth Welfare Committee decided on adjustments to the funding of early childhood education and care and focused on the transition from kindergarten to school. At the same time, the Children's and Youth Council (KiJuRa) organized numerous events to actively involve young people in political and cultural processes.

Youth Policy in Schwerin: Participation, Transitions, and Funding

In March 2026, the city of Schwerin further developed its youth policy. The Youth Welfare Office and the Youth Welfare Committee set priorities in childcare and created new pathways for youth participation. At the same time, the Children's and Youth Council (KiJuRa) is preparing a wide range of events to more strongly integrate young people into local decision-making processes.

Adjustment of Funding for Early Childhood Education and Care

In March 2026, the Youth Welfare Committee decided to adjust the fees for the funding of early childhood education and care positions starting from March 1, 2026. This adjustment is in accordance with § 23 (1) of the Social Code, Book VIII (SGB VIII), and aims to ensure the quality of care and to make financial burdens for parents more transparent.

The discussion about fees was closely linked to the question of how the transition from early childhood education to school can be designed. The Working Group on Early Childhood Education (Arbeitsgemeinschaft Kindertagesbetreuung) was tasked with examining this topic in more depth and submitting regular reports. In doing so, external experts, the citywide parents' association for kindergartens (Kita-Stadtelternrat), the kindergarten providers, and the heads of public elementary schools will be involved. The goal is to ensure a smooth transition for children and to promote pedagogical continuity.

Youth Participation in Focus: KiJuRa in Action

The Children's and Youth Council of Schwerin (KiJuRa) is a central actor in the city’s youth policy. In March 2026, it was active in various projects. For example, it was involved in the planning of the urban development plan "Lewenberg – Former Furniture Factory" and advocated for barrier-free play and leisure areas as well as for social housing. Additionally, the KiJuRa called for the establishment of a Youth Delegate in Schwerin to structurally strengthen youth participation.

In March 2026, numerous events took place or were planned. Workshops on topics such as "Self-Organization and Project Planning" were on the agenda, and the KiJuRa is planning social media videos that explain political topics in an accessible way for young people. A Fishbowl event with candidates for the Mayor election and a "Young Perspectives" event at Campus am Turm are further highlights.

Outlook: Youth Policy as a Key Issue

The current developments in Schwerin show that youth policy does not end with the care of children, but also involves the active inclusion of young people in political processes. The city is relying on a partnership between the administration, parents, schools, and young people to make the transition to school and later to work easier. At the same time, it is creating spaces for political participation and cultural events that put young people at the center.
