In April 2026, Schwerin focused on key decisions and initiatives in youth policy. From the expansion of all-day care for first graders through the "Job-Turbo U25" project to the strengthening of youth participation – the state capital is implementing comprehensive measures to best support young people.

The capital city of Schwerin intensified its efforts in April 2026 to support young people in education, employment, and social participation. Numerous decisions made by the Youth Welfare Committee, the Youth Work Working Group, and the Children and Youth Council demonstrate the city's clear commitment to improving the living conditions of children, young people, and young adults. Three central topics were at the forefront: the expansion of care services, the fight against youth unemployment, and the strengthening of youth participation.

Expansion of All-Day Care for First Graders

A milestone in Schwerin's youth policy was the adoption of the right to all-day care for first graders starting from August 1, 2026. This regulation applies regardless of the parents' employment status and provides for 40 weekly hours of care. Implementation takes place through the after-school care (Hort), although open questions remain regarding the care of children in special needs schools and special needs classes. The city is working closely with institutions such as the Albert-Schweitzer-School and the Mecklenburg Special Needs Center to also ensure coverage for this group.

In addition, the concept "Insoweit erfahrene Fachkraft (InsoFa)" was presented and further developed in April 2026. InsoFa experts serve as external advisory specialists in youth welfare, particularly in complex cases and risk assessments. The concept, based on § 8a and 8b of the SGB VIII, has proven to be a valuable part of quality assurance. In 2025, there were already 58 consultations, 27 of which were assigned to external institutions.

Fight against Youth Unemployment: Project "Job-Turbo U25"

Another focus was youth unemployment. With the project "Job-Turbo U25", Schwerin aims to reduce the youth unemployment rate from 12% to 9%. This model project, running until the end of 2026, targets young people under 25 years of age without vocational training or a job. The goal is to provide individual and continuous support through the Employment Agency and the Schwerin Job Center. Activation measures, coaching, and further education are used in the process. The project is financially supported by SGB II and SGB III and builds on existing Job Center offers.

Particular attention is to be paid to the planned focus on graduating school classes, which are often particularly affected by unemployment. The city is also asking independent providers for support in implementation. An evaluation phase is planned after six and twelve months to assess the effectiveness of the measures.

Strengthening Youth Participation

Youth participation has increased in Schwerin – but it remains a challenge. The Children and Youth Council (KiJuRa) is involved in numerous political processes, which is viewed critically due to the voluntary nature of the members' work. In April 2026, for example, a meeting was held to discuss projects such as the exchange with the youth fire brigade and the planning of a democracy festival.

In addition, a project on the topic of loneliness was presented in youth planning, planned in cooperation with the student council and the senior advisory board. Furthermore, an exchange with the disability advisory board is planned to bring inclusion issues into focus.

Another important topic was the construction work at the Youth Center Dr. Külz, which can be used more frequently for youth projects again after completion in early summer. The city emphasizes that youth participation must already be considered in the planning of urban development processes to ensure youth-appropriate solutions.

Outlook: Youth Policy as a Central Development Factor

Schwerin's youth policy in April 2026 is multidimensional and practical. Whether in the care of children, the fight against youth unemployment, or the strengthening of youth participation – the city is relying on long-term concepts and cooperation. The results of the "Job-Turbo U25" project and the implementation of all-day care will be closely observed in the coming months. It is also expected that the promotion of inclusion and democratic participation will gain further importance, especially in the preparation of the youth parliamentary exchange project (KiJuPaRaBe) and other initiatives.
