The Search for New "Legal Walls" in Rostock

The Hanseatic and university city of Rostock faces an important decision in April 2026: On April 30, 2026, the Cultural Committee plans to hold a meeting in which the evaluation of additional Legal Walls to combat illegal graffiti will be on the agenda. In recent years, the city has already engaged with the topic, but the number of legal graffiti areas remains low – a situation that is now being re-evaluated.

Background: Illegal Graffiti as a Problem and Potential

Illegal graffiti in Rostock are not only an aesthetic issue but also lead to high cleaning and maintenance costs. In addition, they affect the cityscape and can cause public dissatisfaction. At the same time, it becomes clear that creative shaping of public spaces through controlled projects such as Legal Walls can prevent vandalism and offer positive opportunities in public space for population groups such as young people.

The municipal company Kommunale Objektbewirtschaftung (KOE) has already gained experience with artistic design projects and operates the information platform www.graffiti-in-rostock.de, which clearly presents the existing areas. These successes show that a structured approach to creative subculture is also possible in Rostock.

Funding and Political Framework Conditions

In addition to the mere planning and evaluation of areas, financial implementation is also a decisive factor. Within the framework of infrastructure investments across Mecklenburg-Western Pomerania, Rostock receives a base amount of 50,000 EUR as well as specific funds for cultural projects. In addition, a project budget for cultural initiatives is provided within the special fund for infrastructure and climate neutrality.

The Mayor has the task of developing proposals for investment projects in consultation with municipal companies and committees. These can include cultural projects such as Legal Walls, with the implementation of the MV-Plan 2035 also being addressed thematically in April 2026.

Outlook: A New Chapter in Creative Urban Design

The decision on additional Legal Walls could mark a milestone in Rostock's cultural development. It is not only a step towards curbing vandalism but also an opportunity for creative youth to express themselves legally and artistically in public space. The evaluation results, which are to be submitted by the end of 2026 at the latest, will be decisive for the future of creative urban design in Rostock.
