This plan envisions the establishment of a Globus building and garden market in Neuhof and is part of a comprehensive urban development strategy. However, behind the planning lies a complex mix of economic interests, legal challenges, and ecological considerations.

The „Tiergarten“ Zoning Plan: What Is Planned?

The „Tiergarten“ zoning plan covers an area of approximately 5.1 hectares in the district of Neuhof. The planned use is divided into two sections: in the northern part of the site, a building and garden market with a sales area of 11,300 m² is intended – including up to 800 m² for center-relevant peripheral products. In the southeastern section, local and regional commercial businesses are planned.

The planning is aligned with the South Hesse Regional Plan, which designates Neuhof as a supplementary location. However, there is criticism that the target designations of the regional plan, particularly in the area of center relevance, have not been fully considered.

Another central aspect is the traffic connection. The building and garden market is to be connected via a newly planned roundabout on the state road L 3273. In addition, a truck access route via the B 275 is planned. Traffic studies show that the planned redesign would improve traffic quality – although this raises concerns among neighboring municipalities and regional competitors.

Economic Impacts and Competitive Analysis

The establishment of the Globus hardware store in Taunusstein has significant economic implications. The project developers estimate total sales of 19.8–19.9 million euros, which is below the average for Globus stores. The floor productivity is an average of 1,800 euros per square meter – significantly below the 2,362 euros average in existing stores.

The main competitors are the Toom hardware store in Hahn and the Obi in Idstein. The latter predicts sales losses of 14–21 percent due to the new competitor. The sales redistribution in Zone I (Taunusstein) is over 30 percent in the building and DIY goods sector. Although the city of Hahn is considered a central supply area, no sustainable urban planning impact is expected – a view that is controversial in the region.

Environmental and Nature Conservation: Challenges and Compensation Measures

Environmental planning is a central aspect of the zoning plan. The project area borders a floodplain of the Aar and contains several habitat types, including meadows, ruderal areas, and stream areas. A focus is placed on the protection of endangered species such as the peregrine falcon and the lesser horseshoe bat.

To minimize the impact on flora and fauna, compensation measures are planned. These include the decommissioning of forest areas in Watzhahn, the installation of bat boxes, and the observance of breeding protection measures. In addition, roof greening, stormwater retention basins, and climate-friendly lighting are planned.

However, the environmental assessment is critically evaluated as being inadequate in some areas. Specific information on the reduction of light emissions and the protection of wildlife is missing. Moreover, the greening is considered insufficient if it is not implemented as roof greening.

Legal and Planning Challenges

The „Tiergarten“ zoning plan raises legal concerns. Legal errors were identified in the draft, particularly due to the lack of upper limits for sales areas and insufficient balancing in accordance with § 1 Abs. 6 of the Building Code (BauGB). In addition, the involvement of authorities and neighboring municipalities is considered incomplete – out of a total of 38 involved parties, 15 did not submit any comments.

Another point of contention is the failure to comply with the spatial planning adjustment requirements. Even OBI in Idstein has requested the suspension of the land use planning procedure, as it sees a breach of competition law. In contrast, the city of Taunusstein refers to the jurisprudence of the Federal Administrative Court and argues that the planning is in line with legal requirements.

Traffic and Infrastructure: A Challenge for the Region

The planned building and garden market will also affect regional traffic planning. Traffic studies show that the planned roundabout on the L 3273 will improve traffic quality and reduce waiting times. However, it is criticized that the traffic study does not pay sufficient attention to pedestrian and cycling traffic.

The expansion of the L 3273 and the redesign of junctions are planned as central parts of the infrastructure planning. In addition, a new bus stop is planned to improve the connection to public transport. The Taunusstein City Utilities have also presented an investment plan for infrastructure, which includes road repair measures and energy upgrades to the outdoor pool.
