Governance in Taunusstein: Structural Adjustments, Administrative Reforms, and Citizen Participation
In March 2026, fundamental developments in urban governance were in focus in Taunusstein. From the reform of the compensation ordinance to the revision of the transportation development plan – the city is working on sustainable administration and stronger citizen participation.
Governance in Taunusstein: Structural Adjustments, Administrative Reforms, and Citizen Participation
The municipal administration of Taunusstein has been intensively engaged with structural adjustments and reforms in the recent weeks. Particular attention has been given to the modernization of the committee structure, the strengthening of citizen participation, and the implementation of new administrative processes. These developments show how the city responds to changed societal and demographic conditions while ensuring transparent and citizen-oriented governance.
Reform of the Compensation Ordinance: More Participation through the Involvement of Advisory Boards
A central topic was the amendment of the compensation ordinance, which was discussed in several local advisory board and city council meetings. The aim of the reform is to ensure and improve the participation of the Senior and Integration Advisory Boards in municipal committees. In §4 of the ordinance, it was added that members of these advisory boards may be invited to political consultations when no representatives of a faction are present. This regulation is to be included in the new compensation ordinance by summer 2026 and will be presented to the newly elected municipal parliament.
The proposal to extend the regulation to the Integration Commission was introduced by the SPD and is currently under further review. These reforms take into account the importance of participation and inclusion and strengthen the role of advisory bodies in municipal politics.
Revision of the Transport Development Plan 2030: From Concept to Implementation
Another central project was the revision of the Transport Development Plan (VEP) 2030. The plan is part of a long-term strategy to reshape traffic in Taunusstein by 2030. Current challenges such as increasing car traffic, the need for barrier-free infrastructure, and the integration of alternative mobility forms were central to the discussions.
Three variants of the target system were presented in the VEP, with the compromise variant receiving the most approval. The discussions in the political committees, which lasted until November 2025, led to a final version that is to be adopted after the new city council is constituted.
The plan includes a new action field "Mobility Management", encompassing measures such as bike rentals, bike fines, and digital mobility offerings. In addition, a monitoring system with indicators has been developed to monitor the implementation of the measures. Public participation, e.g., through press reports, social media, and competitions such as STADTRADELN, is a key component of the implementation.
Digitalization and IT Security: On the Way to BSI Certification
The city of Taunusstein has also actively advanced in the field of digitalization and IT security. A security concept according to the guidelines of the BSI Grundschutz has been initiated to strengthen the city's IT infrastructure. Originally, certification was planned for the end of 2024, but it is now postponed to 2027.
The city is relying on agile project methods and has already achieved its IT target staffing level in January 2026. Nevertheless, there was criticism regarding the lack of transparency and the non-public nature of IT discussions, as this could create security risks due to hacker attacks. The Hessian IT service provider Hessen3C supported the project before the interior ministry withdrew its support.
Citizen Participation and Involvement: From Child Participation to Health Policy
The city is also committed to strong engagement and participation in various areas. In the field of child and youth policy, the steering group "Child-Friendly Community Taunusstein" has been activated to examine projects such as the "Children's City Map" or an interactive digital map. In addition, four child and youth advisory sessions with the mayor are planned for 2026, which will influence decision-making processes and be documented.
In health policy, a round table was established to secure the health care location. The city also plans to strengthen the "Aging" coordination unit with a new advisory service, which will offer an open consultation hour from March 2026. In addition, a survey of the over-60 generation was conducted, the results of which are still being evaluated.
Finance and Funding: Securing Revenue and Investments
In the financial area, business tax revenues and investments in infrastructure were in focus. The business tax is the second-largest source of income for the city, and the SPD faction criticized the lack of transparency of the data. The city council provided a table with comparative figures from Taunusstein and other cities to better illustrate the revenue.
In energy policy, the renovation of the public swimming pool was advanced, supported by funding from the WiBank. The goal is to increase energy efficiency and reduce CO₂ emissions through measures such as heat pumps and solar absorbers. The renovation is part of a larger project to be completed by 2027.
Conclusion: Governance in Taunusstein – On the Way to the Future
The governance developments in Taunusstein show a city that is actively responding to changed societal, economic, and technological challenges. The reforms in the committee structure, the modernization of the transport development plan, and the strengthening of citizen participation underline the will to operate a transparent, inclusive, and sustainable administration. The challenges in digitalization and financial planning, however, show that future development must be based on cooperation, transparency, and participation.
