Kirchheim: April 2026 – Construction Plans, Senior Care Concept, and Energy Future

In April 2026, Kirchheim focused on key decisions regarding urban development, senior care, and energy policy. Here is our monthly review.

Shaped in Stone – Kirchheim Continues to Build

What Was Important This Month

  • New building permits granted: Several building permits were issued, including a multi-generational house and a single-family home with a double garage.
  • Senior care concept approved: The implementation and cost plan for the local senior care concept was unanimously adopted.
  • Heat plan for future energy supply: A heat plan was agreed upon in cooperation with Aschheim and Feldkirchen.
  • Library usage increases: In 2025, the municipal library recorded more loan transactions and visits than in the previous year.
  • Parking space regulation clarified: An additional parking space beyond the required number will be constructed on a building plot in Marsstraße.
  • Welded wire mesh fence approved: A request for a taller fence was approved.

Building Committee: Advancing Urban Development

In April, the Building Committee met and approved several construction projects. Particularly noteworthy is the planned multi-generational house at Poinger Straße 28a, which is seen as having great potential to foster neighborhood and community spirit. Similarly, a single-family home with a double garage at Dorfstraße 8 was approved, indicating a growing demand for housing.

In addition, exemptions from zoning regulations were granted – for example, for a terrace in a private green strip or for a reduced number of parking spaces for smaller homes. A welded wire mesh fence on Ludwig-Ganghofer-Straße was approved, even though it exceeds the permissible height by 0.60 meters.

Notably, the session was unanimous: 10 yes votes, no opposing votes. Legal foundations included, among others, § 30 BauGB and Art. 6 BayBO.

Main Committee: Focus on Seniors and Culture

The Main Committee approved the implementation and cost plan for the local senior care concept, showing that Kirchheim will continue to invest in age-appropriate infrastructure in the future. Additionally, a new accounting scheme for the village festival and Christmas market was adopted. Instead of a 10 percent profit share, a flat fee will now apply, providing clarity and transparency.

The development of library usage is on the rise: In 2025, 73,300 loans and 25,000 visits were recorded – a 4% increase compared to the previous year. Revenue from events and the flea market rose to 21,000 euros (2025), significantly higher than the 6,900 euros in the prior year.

Municipal Council: Energy Policy and Urban Image

At the municipal council meeting, topics such as energy supply, urban design, and childcare were in the spotlight. The heat plan for Kirchheim, Aschheim, and Feldkirchen was discussed, which is considered a central element for the future energy policy of the municipalities.

Another focus was the adjustment of parental contributions in childcare, which will come into effect in September 2026. Although no specific amounts were mentioned, the principle was approved. Also, a principle decision on the roof renovation after water damage at the St. Elisabeth location was made.

Overview: Development in Balance

April 2026 shows a Kirchheim that remains active on multiple levels: In urban development with new buildings and parking space regulations, in senior and cultural policy with clear regulations and investments in the village festival, and in energy policy with a forward-looking approach.

The unanimous decisions in the Building Committee and the Main Committee underline the stability of the committee, while the questions and discussions in the municipal council show that critical issues such as digitalization or election results are also being addressed.

Outlook

In May, Kirchheim will certainly focus on the implementation of the approved projects – especially the roof renovation and the commercial zone planning. It is also expected that the adjustment of parental contributions will be further specified. Residents should continue to monitor the development of the senior care concept as well as the implementation of the heat plan.
