The Financial Foundation for the Future: Economic Plans and Investments
In April 2026, the City of Ulm’s Main Committee approved several central economic plans meant to secure the city's financial stability and development. Notably, the economic plans of the Ulmer Parkbetriebs-Gesellschaft mbH and the Ulm-Messe GmbH were unanimously adopted. Both companies show positive results, with the fair company standing out in particular due to a planned annual surplus of 260,000 €.
The investment plans are equally noteworthy. The Ulm-Messe GmbH plans investments of 600,000 € for the period 2026–2029, while the Parkbetriebs-Gesellschaft is making extensive investments in infrastructure – a total of 3,769,000 €, including 2,400,000 € for the connecting corridor between Hall 3 and Hall 6.
Default Guarantees and Financial Risks: The Role of the Ulmer Wohnungs- und Siedlungs-Gesellschaft mbH
Another important topic was the city's assumption of a default guarantee of 1,880,000 € for a loan by the Ulmer Wohnungs- und Siedlungs-Gesellschaft mbH (UWS). The guarantee is limited to 80 % of the loan amount and is subject to approval by the Tübingen Regional Council.
This decision is part of a larger investment in the Pfauengasse area, where the UWS will acquire a plot of land for 2,350,000 €. The modernization measures can also be supported by grant funds, which reduces the financial burden. The city is exercising its right of first refusal, demonstrating the extent to which it controls the development of its urban real estate.
Financing the State Garden Exhibition 2030 and Foundation Management
Another central project is the State Garden Exhibition 2030, which will be hosted in Ulm. To this end, the Landesgartenschau Ulm 2030 gGmbH was founded and entrusted by the city to fulfill its public service obligations. The financial planning must comply with European state aid regulations, which requires careful coordination with the state of Baden-Württemberg.
In the area of foundations, there is also significant movement. The foundation "The William S. Huff Estate" is financing a 50 % position in the HfG Archive for three years. The funding comes from the foundation's capital stock, with the city responsible for the budget management. This shows how closely foundations and municipal structures are interwoven in Ulm.
Local Regulations and Use of Donations
The city of Ulm also used April 2026 to submit ten applications under the Local Regulation Relief Act. Issues such as fee exemptions, liquidity reporting, and staff cost reserves were in focus. In addition, the acceptance of donations, gifts, and similar contributions was approved. The new regulations, which have been incorporated into the municipal ordinance since 2006, enable more efficient use of earmarked funds.
Outlook: Stability and Preparation
The city of Ulm's financial planning for 2026 shows a picture of stability. Despite rising costs, particularly for energy and personnel, the results remain positive. The city is following a clear strategy to secure both short-term investments and long-term projects such as the State Garden Exhibition 2030 financially. At the same time, it is paying attention to guarantee risks and actively utilizing grant funds and the use of earmarked donations.
