The software is available in German and English, and instructions are available in twelve additional languages.

The transition is part of a broader effort to advance the digital transformation in childcare. Facility directors will begin processing applications in May 2026, and waiting lists from the old system will be updated in April. The Family Office supports parents and operators during the transition phase.

Transparent and Socially Balanced Allocation of Places

With the introduction of "Little Bird," the city also implements a unified and transparent allocation process for childcare places. The goal is to ensure a transparent, socially balanced, and objective allocation of places, especially in light of the high demand.

The allocation is based on uniform criteria developed from September 2025 to March 2026 in a participatory process involving operators, parent representatives, and the administration. Prioritization is based on age, parental employment status, family status, siblings, place of residence, and parental preferences.

Special attention is given to the child's well-being. In exceptional cases such as child welfare concerns or daycare closures, deviations from the automated ranking are possible, provided there is a written justification.

Adjustment of Daycare Fees: Impacts on Parents and Finances

As of September 1, 2026, the city of Ulm will gradually adjust daycare fees. The goal is to reduce the parental contribution in the long term. The previous 5% / 15 Euro rule will be phased out by 2028:

  • 2026/2027: 3.3% / 10 Euro, top rate increases to 6,092.63 €
  • 2027/2028: 1.6% / 5 Euro, top rate increases to 6,214.48 €
  • 2028/2029: The regulation is fully abolished

The adjustment of fees leads to additional income from parental contributions: Approximately 270,000 Euros in 2026/2027, 540,000 Euros in 2027/2028, and 750,000 Euros in 2028/2029. However, parental contributions remain moderate and are significantly below the cost-covering level. The municipal funding share remains high at around 54%.

The reforms in Ulm mark a milestone in the further development of childcare. The digitalization through "Little Bird" improves the transparency and efficiency of the system. At the same time, the fee structure is adjusted in a way that ensures financial sustainability and social balance.
