Urban Development and Land Allocation: Setting New Directions
In April 2026, Ulm sent clear signals in urban development. The City Council approved the third amendment to the main zoning ordinance, which provides flexibility, especially for smaller construction projects. In addition, clear guidelines for the application of the "Building Turbo" under § 246e of the German Building Code (BauGB) were established to speed up the construction process.
Another focal point was land allocation in the new residential area "Nadelbaumäcker". The selling price was set at 190.00 €/m² for freestanding construction. A uniform application procedure for all providers, starting May 1, 2026, will increase transparency and establish clear criteria for allocating spots, such as residence or family status.
Financial Policy and Investments: Budget Increases and New Projects
The City Council approved extra-budgetary disbursements of 1.645 million euros for the "Interim Containers" project in Wiblingen in April. In addition, a trust deed for the Ulm 2030 State Garden Exhibition (Landesgartenschau) gGmbH was passed to ensure the fulfillment of public service obligations.
In the area of climate change adaptation, Ulm focused on sustainability. The Committee on Departmental Guidelines approved a climate change adaptation concept and the reappointment of a nature conservation officer.
