Educational Policy in Ulm: What Changed in March 2026
March 2026 was an intense month for educational policy in Ulm: from the renovation of sports facilities to the future of the educational fair and new recommendations from the Education Monitor. This blog provides an in-depth look at the most important developments.
Educational Policy in Ulm: What Changed in March 2026
Educational policy in Ulm was in the spotlight in March 2026, with a number of decisions and reports that had both structural and financial implications. During this time, the Education and Social Affairs Committee met several times to address central topics such as the renovation of sports facilities, the organization of the educational fair, and the further development of the educational landscape. Below is an analysis of the most important developments.
The Education Monitor 2025: A Differentiated Picture of the Educational Situation in Ulm
The Education Monitor of the City of Ulm is a tool for monitoring and analyzing educational development in the region. In March 2026, the 2025 report was presented, based on three key principles: education as a societal responsibility, equal opportunities, and the compatibility of family and work.
The results show that Ulm is well-positioned in terms of the perception of education as a shared responsibility. There have been advances in the compatibility of family and work, but childcare services need to be expanded in terms of quality. The biggest challenge, however, lies in the second principle: the influence of social background on educational success cannot be sufficiently mitigated in Ulm.
The report contains eight recommendations, including the review of language support programs and the establishment of a monitoring system that tracks language development and the educational landscape in real time. These recommendations serve as the basis for the report "Education from the Start," which was adopted by the City Council at the beginning of 2025.
The Future of the Educational Fair: From the City to the Exhibition Company
Another milestone was the decision to transfer the organization of the 2027 educational fair to Ulm-Messe GmbH. The educational fair, which has been held every two years since 2002, has become one of the largest career orientation events in the region. In 2025, about 270 companies participated, and the event's catchment area included several districts.
Traditionally, the City of Ulm has financed the fair with a grant of 75,000 euros, shared with the Chamber of Industry and Commerce (IHK). Starting in 2026, however, the fair will be organized by Ulm-Messe GmbH as a non-profit commercial enterprise (gBgA). The goal is to ensure a transparent and socially responsible implementation, with a supervisory board composed of partners, sponsors, and experts.
Renovation of Sports Facilities: Investments in the Future
In the field of sports policy, investment questions were central in Ulm in March 2026. For example, the Reiten & Fahren im Butzental e.V. applied for a renovation grant of 13,140 euros for the water supply to the stables. The renovation is urgently needed due to a significant water loss. The grant is financed from the 2026 budget and is part of a total funding volume of 406,000 euros available for investments in sports facilities of associations.
In addition to this measure, it was also decided to continue funding for recognized performance sport centers. A total of 442,000 euros is provided for 2026, including large amounts for clubs such as SSV Ulm 1846 (290,000 euros) or the Ulmer Ruderclub (38,000 euros). This funding is a sign that Ulm is investing in a strong sports infrastructure in the future.
The House of Youth Law: A Central Contact Point for Prevention
Another topic was the report on the House of Youth Law (HdJR) for the years 2024–2025. The HdJR is a cooperative facility between the police, public prosecutor's office, and youth welfare services, working preventively against juvenile crime. With services such as express diversions, victim-offender reconciliation, and sex education projects, the HdJR supports young people in conflict situations.
In March 2026, a report on the work of the HdJR was presented, highlighting challenges such as insecure financing for certain projects. Despite this, the HdJR remains a central contact point for young people in Ulm and a model for other cities.
Conclusion: Educational Policy in Ulm – On the Way to a More Structurally Strong Future
March 2026 was a month in which educational policy in Ulm clearly advanced. With the Education Monitor 2025, a tool was created that makes educational development transparent and provides recommendations for action. The transfer of the educational fair to Ulm-Messe GmbH marks a step toward a financially sustainable event organization. At the same time, the continuation of sports funding and the renovation of sports facilities show that Ulm is also investing in the area of movement.
Challenges remain, especially in the area of equal opportunities. However, with clear goals and a broad approach to participation, Ulm is building an educational landscape that is accessible, transparent, and future-oriented for all.
